THIS IS AN ANTICIPATED VACANCY.
This position with NCDOT offers full State Benefits , competitive salaries and many career development opportunities. This position will serve as the Division 2 Traffic Engineer for the Division Traffic Engineering and Traffic Services Units responsible for the maintenance, operation and installation of signs, pavement markings, and traffic signals. This position will perform and review traffic engineering studies for speed limits, new traffic signals, intersection improvements, crosswalks, and other various requests. The scope of these studies includes but are not limited to data collection, crash analysis, use of various software tools such as Synchro, MMS, ArcGIS, and SAP, coordination with local governments, elected officials, and the general public regarding the implementation of any needed improvements or new infrastructure. This position will review and improve any special event requests. This position will review and make recommendations for traffic engineering items as prepared for upcoming transportation projects to include traffic forecasts, corridor plans, pavement marking plans, signal plans, and traffic control plans. This position must be able to communicate clearly with city and county officials, school officials, developers, corporate management, and the general public about traffic engineering issues. This position will oversee the administration of purchase order contracts and annual maintenance budgets. This position will review traffic impact studies and analysis for District Offices to ensure proper mitigations are being recommended for development impacts to our roadway system. This position will meet with Districts, PEF’s and developers on their studies and recommendations. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Knowledge and understanding of engineering concepts, practices, and theories used in traffic engineering and experience completing work and projects independently or with minimal supervision.
Experience in performing engineering safety and capacity analysis and decision making based on results of those analysis.
Experience supervising, motivating, counseling, and training other engineers and technicians.
Experience reviewing engineered plans and details to determine compliance and compatibility with traffic and engineering principles.
Experience related to program or project management

This position must have the ability to apply knowledge to circumstances presented and plan work to effectively utilize all resources. This position must have the ability to organize and direct resources to meet goals. This position must be able to identify, report, and assess potential problems, and assess possible solutions. This position must have the ability to use sound engineering judgement in conducting engineering studies and preparing geometric designs. This position must have the ability to make recommendations and decisions on non-routine engineering and/or program matters or other areas requiring technical engineering expertise. This position must have a comprehensive knowledge of local, state, and federal rules and regulations relating to the Traffic Engineering field. This position must have the ability to effectively supervise employees. This position must have the ability to form effective working relationships with interagency units and the general public. This position must be able to possess good communication skills, and communicate effectively both orally, and in writing. Preference will be given to Professional Engineers by the North Carolina Board of Examiners for Engineers and Surveyors.
