The Traffic Systems Operations Unit (TSOU) is a Unit in the Mobility and Safety Division which is part of the Division of Highways. The Signal System Timing and Operations (SSTO) Section of the TSOU is responsible for optimizing new and existing (re-time) existing signal systems, as well as establishing policies, procedures, practices, and standards for signal system timing across the State.

In this role you will:

+ Design, implement, optimize traffic signal system coordinated timing plans that are accurate and provide efficient traffic signal operation and safety for the traveling public; Timing plans must also conform to national standards, state standards and laws, and good engineering practices. + Use various traffic signal modeling software to analyze and design traffic signal system coordination + Aid Division traffic staff in resolving traffic signal system issues and assisting with coordination concerns + Review, evaluate, and provide feedback on signal timing plans prepared by Private Engineering Firms (PEFs) + Provide technical experience, perform technical analyses, and be able to answer complex questions relating to traffic signal system operations, plans, and specifications. + Support team members with project and contract management + Collaborate with team members across the TSMO unit’s sections pertaining to signal timing and operational topics + Support TSO emergency response activities during statewide activations Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: + Knowledge of regulations, policies, reference resources, etc. related to transportation/traffic engineering practices and guidelines (NCDOT, FHWA, ITE, etc.) + Experience in traffic data collection, analysis and interpretation + Technical and working knowledge of traffic controllers and associated devices and software (2070 controllers, MaxTime, Oasis, and Translink 32 software), as well as a proficiency in traffic analysis and optimization software (SYNCHRO, SimTraffic, Tru Traffic, etc). + Demonstrated ability to read, review, and interpret engineering plans + Experience with interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures, to convey information to consultants, department personnel, and others

Additional Expectations:

Applicant is expected to have the ability to work cooperatively in collaboration with diverse stakeholders. Applicant must be able to legally operate a state vehicle for frequent travel statewide with occasional overnight travel. Working toward registration as a Professional Engineer in the State of North Carolina is desirable. Work requires ability to safely and frequently travel long distances to conduct outdoor, day and night field investigations through the full range of live traffic, environmental and terrain conditions.

Management Preferences:

Preference will be given to an individual licensed as a Professional Engineer in NC.
