V. SUMMARY
: To supervise and perform all of the necessary engineering calculations and audit processes in order to ultimately determine accurate final contract quantities related to complex engineering projects for the Bureau of Construction.
YOUR EXPERIENCE COUNTS
: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS
Education:
Associate’s degree from an accredited institute of higher education with a major study in engineering, landscape, architecture, forestry, horticulture, environmental studies, agronomy, geology, soil science or earth science. Each additional year of approved formal education may be substituted for one (1) year of required work experience.
Experience:
Seven (7) years of engineering experience, two (2) years of which shall have been at a level equivalent to Engineering Technician IV. Each additional year of approved work experience may be substituted for one (1) year of required formal education.
License/Certification:
Applicant must possess a valid driver’s license and/or have access to transportation for use in statewide travel if required for performing engineering field work. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.
SPECIAL REQUIREMENTS
A ll accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.
RESPONSIBILITIES
: Researches and analyzes all aspects of the project from its correspondence, general notes, and daily reports, which will affect final quantities of the contract items. Analyzes, verifies, and recalculates computations performed by other audit or construction engineers and technicians as necessary, using computer applications in MS Office 365 and Bluebeam. Checks and verifies all contract quantities before a final contract estimate is submitted to the contractor for acceptance. Delegates the various engineering audit procedures to assigned personnel and determines that those procedures are properly completed. Resolves internal audit questions and conflicting audit methods and procedures created by assigned personnel and other engineers and technicians. Updates and retrieves data from various databases including the Construction Management System (iPD Web) and the Construction/Audit Management System (CAMS). Trains audit personnel and new engineering and technician trainees in proper audit methods and procedures. Reviews all Certificates of Compliance and Buy America Certificates submitted by contractors, to confirm compliance with Standard Specification and Federal stewardship requirements. Justifies all major overruns and underruns of quantities, as determined by the final audit review, and meets with contractors’ personnel and project personnel for the final project review and resolution of quantity differences. Shares responsibility with Construction Services, including but not limited to answering office phones, updating databases, and assisting walk-ins with questions from the field.
