OVERVIEW

Facility Contract Services (FCS) is a Florida-based contract services company that employs and manages personnel for municipal clients. Our staffing services include administrative support, clerical, accounting, payroll, billing, accounts payable/receivable, purchasing, human resources, supervisory roles, utility services, water and wastewater plant operations, property and general services management, building and landscape maintenance, parks and recreation, and senior and community services. FCS specializes in municipal privatization through a task-based approach aimed at improving productivity and efficiency.

JOB SUMMARY

Under the general direction of the Capital Projects Division Director, this candidate plays a crucial role in ensuring projects are completed on time and within budget, adhering to safety regulations and environmental standards. This candidate assists with the activities of the Engineering Division of the Public Services Department; coordinates projects with City departments, outside agencies and organizations which include land development, storm water management, traffic engineering, pavement management, street improvements, lighting, facilities and construction of capital projects; reviews engineering plans for subdivisions and/or commercial sites; performs professional engineering work; and performs related duties as assigned. Knowledge of the principles and practices of civil engineering and construction particularly as it pertains to land development, municipal infrastructure including transportation systems, water distribution, sanitary sewer collection, stormwater systems and other public works facilities.

EXAMPLES OF RESPONSIBILITIES AND DUTIES

Perform assignments designed to develop professional work knowledge and abilities, requiring application of standard techniques, procedures, and criteria in carrying out a sequence of related engineering tasks under the guidance of experienced engineers. Work in the review of a wide variety of engineering projects. Exercise of judgment is required on details of work and in making preliminary selections and adaptations of engineering alternatives based on limited experience. Reviews public works projects or other programs to ensure conformance to design specifications and all applicable municipal, county, state, and federal laws and regulations. Plans, designs and supervises the work of assigned personnel, including consultants. Reviews and processes Engineering Permits and other related applications. Plans, directs, coordinates and/or performs the inspection of construction projects to ensure compliance with engineering plans, contracts, specifications and City Code. Reviews and approves the work of outside consultants and contractors, and the in-house preparation of plans, specifications, and inspection of a variety of public works projects. Oversees and directs concrete sidewalk, curb, gutter and streets resurfacing projects. Assists with the preparation of the Annual Report for the NPDES Permit for Municipal Separate Storm Sewer Systems(MS4). Assists with the duties of the City’s Floodplain Program Administrator. Assists with the preparation of Community Rating System (CRS) Annual Recertification package for the National Flood Insurance Program (NFIP). Conducts independent field engineering studies to investigate the causes of sewer, water, paving, and drainage problems and identify necessary maintenance and repairs. Handles a variety of public/contractor contact situations involving complaints as well as responding in writing and making personal appearances to explain and interpret City programs, meets and confers with developers, contractors, engineers and the general public regarding City policies, regulations, and procedures. Assists with the preparation and submission of grant applications and assists the grant administrator on programs funded by grants. Participates in a variety of boards, commissions, and committees. Performs other related work as required. Using prescribed methods performs specific and limited portions of a broader assignment of an experienced engineer. Work involves the use of computer-aided drafting software (AutoCAD) necessary for the preparation of various graphic materials. Assignments are received from a technical or professional superior and may be accompanied by oral or written instructions. Prepares simple to moderately complex drawings using specialized drafting computer software; prepares preliminary and final plans for construction projects under the direction of experienced engineers. Work is reviewed for technical accuracy in progress and upon completion. Will be required to perform other duties as requested, directed or assigned.

REQUIRED EXPERIENCE AND QUALIFICATIONS

Bachelor’s or master’s degree in civil and/or environmental engineering from an ABET accredited curriculum, or equivalent. Limited knowledge of the principles and practices of engineering as applied to the design and construction of a variety of public works projects. Knowledge of engineering and some basic surveys. Ability to adapt approved engineering methods and standards to the design and construction of a variety of county public and private works with guidance from experienced engineers. Moderate skill in the use of engineering computer aided drafting. Ability to express ideas effectively orally and in writing. As necessary dependent on experience. Mentorship by experienced engineers is to be expected with the end-goal of independent engineering judgement in time. May be assisted by aides, inspectors, field personnel or technicians. Professional Engineers License preferred or Certified Engineer-In-Training required with minimum three (3) years engineering practice/experience.
