Job Description

Treasury Accountant Performs various complex supervisory, professional, administrative, and technical accounting and finance functions in monitoring and managing treasury operations to ensure the availability and efficient utilization of cash in a manner consistent with the City’s Investment Policy and industry best practices. The position also performs some general accounting tasks. Work is performed with considerable independence in judgment and decision-making, under the general direction of the Finance Director.

ESSENTIAL JOB FUNCTIONS

1. Coordinate Cash operations daily with the appropriate Finance Staff to ensure the current availability of cash for operations, investments, and reserve initiatives (Excluding Pension). 2. Manage bank accounts and coordinate banking relationships, including monitoring banking fees and service quality. 3. Monitor activities of third parties, if utilized, that may handle outsourced treasury functions. 4. Ensure daily EFT and ACH transactions are processed in a timely and efficient manner. 5. Review cash balances and investment portfolio to ensure adequate liquidity for working capital needs and make transfers between accounts as needed. 6. Monitor cash availability so that sufficient funds are available to meet long-term operational and capital requirements. 7. Forecast investment income, cash flows, and determine available funds for investment income. 8. Manage the City investment portfolio including purchases, sales and receipt of income, and recommend investments to the Finance Director. 9. Maintain an appropriate investment “ladder” to ensure recurring liquidity. 10. Work with the Finance Director and Finance Staff to evaluate, implement, and monitor new banking technologies, products, and services to improve security and maximize operational efficiency. 11. Support accounting, reporting and auditing of investment activity, including reviewing treasury related journal entries and proposing journal entries for purchases, sales, matured investments and ACH or wire transfers. 12. Prepare Monthly Police & Fire Pension Fund Investment Reconciliations and related journal entries. 13. Assist with annual audit and ACFR preparation including treasury related note disclosures, statistical schedules and treasury related audit documents. 14. Prepares accounting-related functions for the City Warehouse, including reconciliations and reporting. Updates daily batches to the General Ledger. 15. Prepares schedules as needed and annual audit schedules for inventory operations. 16. Assists Finance Director in reviewing monthly utility accounts for lien-able accounts. Prepares information for notices for qualifying account holders, processes new and appendable liens for qualifying accounts in the utility system. Coordinates the recording and release of utility and fire assessment liens with the Finance Staff Coordinator for recording with the County Clerk. 17. Prepared monthly reconciliation of accrued liability accounts. 18. Provide support for other accounting duties during staff leave schedules. MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS, AND

ABILITIES

1. Significant knowledge of modern governmental accounting theory, principles, and practices; considerable knowledge of internal control procedures and management information systems; considerable knowledge of office automation and computerized financial applications. 2. Experience preparing revenue forecasts, cash flow analysis, and investing excess funds is preferred. 3. Knowledge of investment portfolio strategies, banking systems, financial instruments, and treasury management software. 4. Knowledge of accounting and reporting systems, GAAFR, GAAP, and GASB. 5. Ability to maintain efficient and effective financial systems and procedures; ability to establish and maintain effective working relationships with employees, city officials, citizens, banking representatives; ability to communicate effectively, both orally and in writing. 6. Significant knowledge and proficiency in using spreadsheets.

EDUCATION AND EXPERIENCE

1. Possession of a Bachelor’s degree in accounting, finance, or a related field. 2. Five or more years of automated accounting experience, to include one year of supervisory experience, is preferred. 3. Significant experience with advanced spreadsheet software. 4. Preference given to those with local government finance, accounting, and treasury experience. 5. Experience with Central Square Financial Systems is preferred. (A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)

LICENSES, CERTIFICATIONS, OR REGISTRATIONS

Valid Florida Driver’s License

ENVIRONMENTAL CONDITIONS

Work is usually performed in an office environment that may be subject to frequent interruptions. The noise level in the work environment is typically quiet. Occasionally, the employee may be required to go to locations within the City to meet with citizens and officials, observe work situations, solve problems, etc. May frequently be exposed to dissatisfied customers and citizens. Works in a dynamic environment that requires one to be sensitive to change and responsive to changing goals, priorities, and needs.
