Purpose The City of Savannah Accounting Services Division is looking for a self-motivated and detail-oriented individual to join their team as a Senior Accounting Clerk. This position performs clerical, accounting, and customer service duties in support of department operations. Essential Job Functions Oversees or engages in diverse accounting clerical duties pertaining to any combination of payroll, accounts payable or receivable, or automated billing or collection.
Ensures accuracy of records; receives documents, checks for accuracy, and routes for timely payment.
Performs discount calculations, investigates and solves payment problems or complaints, and tracks purchase orders, requisitions, construction contracts, or change orders, processes independent contractor payments.
Develops and maintains spreadsheets used to track budget or other financial activity; monitors approval of expenditures.
Develops collection procedures; generates billing accounts, updates system files, coordinates running various billing programs to generate electronic bills and transmit bills, post and balance receipts.
Maintains customer accounts and records, generates invoices for payment, verifies payment and posting of accounts, monitors delinquent account activity.
Reconciles accounts; verifies bank deposits of collections for taxes, fees, sales, services, leases, liens, loan payments, and rentals; distributes and reconciles petty cash.
Oversees and monitors payroll preparation; enters data and research discrepancies; records and documents direct deposit and court ordered wage attachments, maintains records of wage attachments or voluntary deductions.
Prints paychecks, direct deposit advice, and distributes individual paychecks to departments for disbursement.
Opens and closes payroll cycles and assists in year-end closing activities; responds to payroll related inquiries; trains other payroll personnel.
Participates in development and maintenance of financial and human resource database management system; analyzes archived and processed information to assure quality.
Enters, retrieves, and reviews accounting data from the centralized financial management system or source documents.
Generates periodic accounting or statistical reports to management or regulatory agencies.
Prepares state and federal grant reimbursement and advance forms; tracks expenditure of grant funds.
Analyzes trends and assists in preparation of the annual operating or capital improvement budget or other regular reports.
Reviews daily reports; monitors system performance and advises users of errors. Maintains collection system integrity and database; performs daily system backup, maintains system and user security, creates and modifies transaction codes.
Coordinates input and annual update of tax rates, generation of annual tax bills; coordinates the actions required in yearly cyclical appraisal, billing, collection and distribution of taxes; monitors system performance and advises users of errors.
Performs other related duties as assigned. Minimum Qualifications High School Diploma or GED equivalent and four (4) years of budget, accounting, billing or payroll support experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Additional Requirements
Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment. Additional Information Knowledge of City purchasing, budget and accounting systems.
