PURPOSE OF CLASSIFICATION

The purpose of this classification is to coordinate accounting, analysis, cash management, and budgetary functions, to prepare various financial and administrative reports, and to provide other support to the department director as may be required. Specific job functions vary by incumbent and assigned department. This position reports to the Finance Director.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Assist assigned department(s) in developing the annual budget in alignment with the Uniform Chart of Accounts. Monitor assigned department(s) revenues and expenditures to assure sound fiscal control and the effective and efficient use of budgeted funds, personnel and facilities. Participate in budget meetings and department meetings as needed. Update the Finance Director on financial status. Manage fund cash flow and provide financial forecasting to maintain fund balance. Make recommendations on capital project program funding and timing. Provide written reports and summaries to management. Recommend necessary budgetary transfers as required by Oconee County’s Fiscal Ordinance and the Uniform Chart of Accounts. Prepare monthly journal entries Perform bank reconciliations. Maintain capital asset records. Prepare audit workpapers, general ledger reconciliations, and closing entries in accordance with generally accepted accounting principles (GAAP) and governmental accounting standards board (GASB) guidelines. Assist auditors with financial reports, statements, and documents for the completion of the annual audit. Supervise assigned accounting operations including purchasing, accounts payable and receivable, reconciliations, etc. Reviews completed documentation for accuracy of coding and completeness of information. Assist with financial functions in other areas of the Finance Department.

ADDITIONAL FUNCTIONS

Performs other related duties as required. Adheres to all county Safety Policy and Procedures.

MINIMUM QUALIFICATIONS

Baccalaureate degree in accounting or business administration supplemented by two (2) years previous experience or a five (5) year equivalent experience in governmental accounting which provides the requisite knowledge, skills, and abilities for this job. Proficiency in advanced uses of PC applications software such as Microsoft Excel, Microsoft Word, and automated database management and accounting systems to perform assigned job duties.

Physical Ability :

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
