General Summary The Accountant 2 is responsible for ensuring the integrity of accounting information by researching account issues for compliance and by establishing quality control over financial transactions and financial reporting. General supervision is exercised over subordinate staff and assists with accounts receivables and payables; Performs independent judgment in accordance with established policies and procedures, rules and regulations.

Requirements and Job Specifications Education Required:

 Graduation from an accredited 4-year college or university. 

Preferred:

Master’s degree from an accredited College or university. Area of Study (major)

Required:

 Accounting or closely related field with a minimum of 24 semester hours accounting course work. 

Preferred:

Accounting. Certification(s)

Preferred:

Certified Public Accountant (CPA) or working on exam passage. License(s)

Required:

 

Valid LA Driver’s License Years Relevant Work Experience:

 Five (5) year’s related work with at least 2 years supervisory experience in the field of professional accounting, auditing or financial management. An equivalent combination of education and experience will be considered. .

Preferred:

10 or more years related experience.

Other Job Specifications:

Knowledge of all accounting principles, practices & procedures and journal entrypreparation
Understanding of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles(GAAP)
Support month-end and year-end close process to include sales tax filing, due-to/from, reconciliations, accounts payable, 1099 processing, fixed assets and inventory processes, etc. Knowledge of account coding, grant reporting, bank reconciliations, data entry, asset & inventory management
Thorough knowledge of applicable laws, regulations, procedures and process governing the receipt, custody, and expenditures of governmentalmonies
Skill in the use of Computers and 10-key calculations
Proficient in MS Office, Word, Excel, etc., and accounting software applications
Strong interpersonal and organizational skills
Team-oriented with a strong sense of ownership and accountability
Strong verbal and written communication skills
Solid analytical skills with a thoughtful and open-minded approach to problem solving
Highly motivated with the ability to multi-task and remain organized in a fast-paced environment
High in customer service and the ability to deal with the public with tact and courtesy.
Work with internal and external audits to ensure compliance
Ability to supervise, train (plan, assign, and review) the work of staff
Ability to work cooperatively with persons at all levels in the organization and render support services when needed
Ability to exercise good judgment and discretion with sensitive or confidential issues and/or personnel matters
Ability to analyze situations, perform auditing functions, and adopt an effective course of action.
Ability to use modern office methods, techniques and equipment. Ability to quickly learn BREC policies and procedures, operations and programs
Ability to communicate effectively both orally and in writing
Ability to establish and maintain effective working relationships with staff, other employees, department heads, BREC officials, vendors and the public.

Functions and Duties Essential Functions and Duties:

Aids in the preparation of monthly financial statements including balance sheets and cash flow. Distributes reports to managers
Ensures the reconciliation of employee health deductions, accounts payable transactions, and assets and inventory
Posts accounting journals to general ledgers daily and corrects any coding or date errors
Ensures the reconciliation of inter fund (due to/from) accounts and prepares cash transfers as needed

Supervises:

hires, counsels, disciplines, evaluates employee performance, and trains staff on job functions and promotes a team environment. Develops and documents modifications to accounting systems and procedures; advises and trains personnel on new policies
Ensures the reconciliation of all balance sheet accounts for all funds, Manages and oversees collection of receivables as well as payment of invoices as needed
Works with internal and external auditors during annual audits
Prepares the debt service payments on a semi-annual basis
Investigates and identifies control gaps, irregularities and errors; recommends corrective actions and suggest improvement
Attends staff, board, management meetings and provides suggestions for accounting related issues as needed.

Secondary Job Duties:

Cross trains and substitutes as Accounting Manager
Prepares special reports for Auditors and Finance Director
Prepares reports to LA Treasurer for unclaimed property as required
