Position Summary:

The ideal candidate

ability to work with a diverse population. The Interim
Grants Accountant for Fiscal Affairs position is a high-level position in the
Fiscal Affairs office. This position is responsible for the preparation of
monthly account reconciliations and management of grants, contracts, and
program financial reporting and analysis as well as managing other higher-level
accounting tasks, including but not limited to financial data analysis, payroll
responsibilities and budget assistance. The position also requires the
following: preparation of internal and external financial and accounting
reports. Reconciliation of expenditures with general ledger activity and
monitoring and tracking costs. The successful candidate will ensure Federal,
State and Local compliance with all granting agency policies and regulations
and will minimize the College’s liability on compliance matters. This position
reports to the Assistant Comptroller and Comptroller and interacts internally
with the Office of Grants Development and Administration as well as with deans,
department chairs, principal investigators, department business administrators,
the Office of the Provost, and externally with sponsoring agencies’ program
managers. The grants awarded are primarily for the benefit of MassBay’s diverse
student population. The ideal candidate supports the State of Massachusetts’
and MassBay’s equity agenda to further the education of its diverse student
population.

Key Responsibilities and Duties:

Collaborate with the Assistant Comptroller and Comptroller in all accounting functions of the College;
Take part in creating College-wide policies and procedures and continuous workflow improvements;
Prepare internal and external financial and accounting reports for management and alert management of potential shortfalls or other fiscal issues;
Perform monthly GL reconciliations and other Fiscal Office departmental tasks as assigned;
Assume the primary role of financial and compliance grants manager;
Review monthly account balances against transactional accounts;
Assist with the preparation and negotiation of the Federal indirect cost disposal;
Responsible for the post award financial and accounting functions for grants, contracts, sponsored and internal programs, in accordance with federal/state regulations, generally accepted accounting principles, and College policies/guidelines;
Review grant and contract proposal budgets to ensure reasonableness, financial viability and compliance with College and sponsoring agency guidelines;
Assist with the proofing of budgets and ensure that proper fringe benefit, overhead and cost sharing rates are utilized; confirm key budget assumptions with necessary departments in conjunction with the Budget Office;
Meet with Principle Investigator/Project Director when grant is awarded to review responsibilities for grant management and reporting;
Initiate quarterly meetings to monitor progress and closing meetings at the conclusion of the grant;
Review cost and budget transfers as approved by grant administrators: review all grant expenditures for compliance with grant specifications. Ensure activities are properly classified and posted to the

General Ledger:

prepare interim and final financial reports as required by sponsoring agencies;
Oversee grant and contract billing and monitor receivables and draw-down funds as appropriate;
Collaborate with the Grant Administrator and Payroll office to ensure payroll, including fringe benefits, are allocated to grants;
Work with the Comptroller to write and implement comprehensive College-wide grant policies and procedures;
Conduct training & workshops to all grant stakeholders on how to more efficiently and effectively manage their respective grants in following policy, granting agency guidelines, and all applicable federal regulations related to special programs;
Attend professional development training, grant administrator consortium meetings and stay abreast of the Federal Office of Management and Budget
Circulars and State agency requirements;
Assist in preparation of the annual Financial Statement and Uniform Guidance audit support and provide supporting documentation to external auditors;

Qualifications:

Bachelor’s degree;
Three to five years full-time accounting experience;
Demonstrates leadership ability;
Ability to work independently and as a contributing member of a project-based team;
Excellent verbal and written communication skills as well as interpersonal and analytical skills;
Knowledge of Microsoft Office suite required, with a focus on strong Excel skills;
Ability to manage and prioritize multiple tasks and meet ongoing deadlines and perform all essential functions of the position. Preferred

Qualifications:

Experience in the education or government industry;
