Performs intermediate professional work involving the reconciliation of all bank accounts to the general ledger and complex accounting and financial management functions related to payroll and accounts payable. Work performed requires significant attention to detail due to the consequences of error and independent judgement in decision making. The position is under the general supervision of the Assistant Finance Director.
EXAMPLE OF DUTIES
Analyzes, audits and reconciles multiple Town bank accounts to the general ledger which requires significant attention to detail, researching discrepancies between the general ledger and bank accounts and running various reports to resolve unreconciled items. Performs all year end audit work related to bank reconciliations. Assists external auditors with documentation required for proper auditing requirements.
Responsible for researching and making decisions on all items identified as exceptions in the fraud manager function of bank portal. Manages auto-debit ACH limits in bank portal. Uploads positive pay file to the bank.
Serves as primary back up to the payroll and accounts payable functions of the Town. This position will perform these functions in the absence of the Payroll Specialist or Accounts Payable Specialist.
Reconciles various Accounts Receivable and Accounts Payable general ledger account to subsidiary ledgers.
Manages all work related to sales and use tax. Interacts with Town’s project managers, vendors and state agencies to ensure accuracy of sales and use tax data.
Audits invoices and certificates of sales tax paid for accurate recording of sales and use tax. Submits monthly accrual of sales tax and annual reimbursement request to NCDOR. Responsible for monitoring all sales and use tax related updates from IRS and NCDOR to ensure compliance with the Town. Serves as primary contact with NCDOR regarding sales and use tax. Completes monthly interest earnings allocation to all funds. Posts interest earned to appropriate general ledger accounts for all bank accounts to include main depository, CDs, bond proceeds and money market accounts.
Post all journal entries for debt service payments. Prepares and files with the State Treasurer’s Office the LGC-203 investment report biannually and COLL91 report annually. Assists with the preparation, submission, and tracking of grant reimbursement applications and ensures timely compliance with reporting requirements.
Position requires frequent collaboration with departmental staff and bank professionals.
Other duties as assigned.

Physical RequirementsMust be able to physically perform the basic life operational functions of stooping, reaching, standing, lifting, walking, fingering, grasping, feeling, talking, hearing and repetitive motions.
Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
Must possess visual acuity to prepare data and statistics, work with accounting processes, operate a computer terminal, and make visual inspections.
