This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.

FOD Accounting is divided into 4 sections Statewide Accounting , Pension Accounting, Investment Accounting and Departmental Accounting. The Statewide Accounting Manager is responsible for Unclaimed Property Accounting, Debt Accounting, Budget, and StateHealth Plan Accounting and compliance with the EAGLE internal control program. The Pension and Investment Accounting Manager handles the accounting functions for the State Treasurer’s Banking and Investments programs, Retirement Trust funds, and the Supplemental Retirement Plans. The Departmental Accounting Manager handles the monthly certification for financial reporting and the accounting for travel, accounts payable, fixed assets, and accounts receivable The Statewide Accountant II in the Financial Operations Division (FOD) and reports directly to the FOD Statewide Accounting Manager. This position is to perform various accounting functions which assist DST with monitoring and maintaining the State Health Plan’s (Plan) annual budget of approximately $4 billion through systems and institutions including but not limited to North Carolina Financial System (NCFS), Core Banking, North Carolina Accounting Systems, Wells Fargo, BB&T, and Bank of America. This position also provides oversight of the financial activities for the Plan’s Third-Party Administrator (TPA), and Pharmacy Benefit Manager (PBM). This position will serve as backup to other positions supporting the State Health Plan and to other functions within Statewide Accounting.

Job Duties:

Participate in the preparation of the State Health Plan’s Annual Comprehensive Financial Report as well as month and year-end close procedures. Reconcile, generate and review year end trial balance for the plan. Evaluate the State Health Plan’s financial position by developing schedules for analysis of the administrative costs, premiums and claims. Assist with the development and implementation of policies, procedures and internal controls for determining costs and distribution of costs for the State Health Plan. Analyze and reconcile bank statements with an annual average activity level of approximately $4 billion. Reconcile Plan Financial Activities, collaborating with State Health Plan staff and service providers on regular tasks and remediation of errors and risks. Apply Generally Accepted Accounting Principles and State policies/regulations to prepare and record journal entries to the General Ledger for weekly, monthly and annual financial reporting for State Health Plan including transfers, requisitions, reclassifications, and deposits using various tools including State systems, excel and other software. Knowledge, Skills and Abilities / Competencies Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following: Experience with generally accepted accounting principles (GAAP). Knowledge of Governmental Accounting Standards Board (GASB) standards. Experience interpreting and applying complex Federal and State fiscal regulations. Experience verifying accuracy of all accounting and budget data. Management Preferences 4 years of experience performing general accounting, auditing or financial reporting activities. Experience in developing complex accounting worksheets and reports in Excel and Word.
