- Leading and supervising two (2) teams comprising of staff that collects, review, and approve issuance of new state travel, procurement, and non Employee Travel cards based on established requirements.
- Ensuring compliance of cardholders with established rules by desigtning escalation process and enforcement tools that respond to the trends seen in analysis of collected data.
- Overseeing the collection, audit, and retention of supporting documentation packages for all procurement and Non Employee Travel charges .
- Assisting units heads with resolving situations that have nuances or are not covered by existing rules. Coordinating with oversight agencies to propose new rules covering those areas for leardership’s consideration and potential inclusion in Administrative Policies and Procedure Manuals.
- Providing training to and empowering staff to effectively and efficiently assist cardholders and travelers with timely reconciliation and guidance on issues they encounter while conducting state business.
- Promoting effective fiscal liaison relationship with OSC, BSC, SFS, and any other internal and external partners in relation to those areas of responsibility.
The minimum qualifications required for this vacancy. Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Principal Accountant, Grade 27, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Principal Accountant under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications:
Professional experience with state travel rules and credit card program management. Solid experience with the Statewide Financial System (SFS), especially with the procurement card and travel modules. Must demonstrate strong interpersonal and organizational skills and excellent independent decision-making. Supervisory experience and strong written communication skills required.
