Duties Description The Supervising Accountant will report to Office of Administration and Finance’s Grants Program Administration, Fiscal Monitoring Unit. Duties include but are not limited to:

  • Provide oversight of the fiscal monitoring of grantees receiving federal and state funded grant contracts throughout New York State including counties, other local jurisdictions, and not-for-profit organizations.
  • Manage the New York City staff of the Fisca Monitoring Unit in Grants Program Administration, including the selection, evaluation and training of professional staff.
  • Train and supervise subordinate staff and serve in a leadership capacity within the unit: serve on committees and workgroups; participate in the development of unit procedures and protocols.
  • Review and keep up to date on applicable Federal and State grant rules and regulations.
  • Provide consultation and assistance to subordinate staff and subrecipients regarding Federal and State grant rules and regulations.
  • Act as lead fiscal monitor on complex or sensitive monitoring reviews.
  • Conduct oversight of all reviews conducted to ensure timely follow-up and close-out occurs on all monitoring issues.
  • Communicate to the Director significant subrecipient monitoring issues and their assessed implications that are identified.
  • Perform other duties and special projects as required.
  • Ability to speak comfortably with various group sizes and levels of professionals.
  • Previous audit or monitoring experience and strong writing skills are preferred.
  • Travel may be required (approximately 40%), including during evening and weekends, depending on mission and assignment.
  • Possession and maintenance of a valid Driver’s License is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

The minimum qualifications required for this vacancy. Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Supervising Accountant and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 23 and eligible for transfer under Section 70.1, 52.6 as appropriate of the Civil Service Law. If approved for transfer appointment, you must also meet the special requirement(s): A bachelor’s degree & 24 credit hours

  • in accounting, auditing, or taxation.
  • Courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent–permanent competitive, or 55b/c service as an Associate Accountant and must not have failed or failed to take the last holding of the promotion examination for the title listed above.
