Signal Mountain Position Description Title:
Utility Clerk Department:

Water Utility Pay Grade 6

Purpose:

Employees perform all clerical duties related to the Water Utility Department, except customer billing and recording of adjustments. This position is under the supervision of the Water Utility Director.

Job:

Essential functions are fundamental job duties. They do not include marginal tasks, which are also performed but are not incidental to the primary functions. The omissions of specific statements of duties do not exclude them from the position if the work is similar, related or a logical assignment to the position, nor does every position allocated to the job necessarily perform every duty listed. Process new water service applications and contracts; process water service terminations; update computer system to enter and remove customers; process refunds and prepare adjustments to accounts. Process water and other miscellaneous payments; prepare deposits, make cash reports, and post payments. Prepare water service work orders for customers and supervisor; prepare building maintenance work orders. Balance monthly Water Utility Billing program accounts. Prepare routine, statistical, and special reports for town and state. Turn delinquent accounts over to the collection agency. Receive payments, answer phones and wait on customers, answer questions and resolve problems or complaints. Perform all clerical duties for the Water Utility Department, including filing, maintaining office supplies, writing letters or memos, etc. Answers and routes, telephone calls and visitors; handles routine inquiries. Other duties assigned.

Required Knowledge, Skills and Abilities:

Knowledge of departmental functions, rules, regulations and procedures. Knowledge of basic accounting, business English and mathematics. Knowledge of the town’s computer software system. Ability to establish and maintain an effective working relationship with the public and other employees.

Computer, computer software, faxes, copier and other office equipment.

Education Requirements:

High school diploma or equivalent.

Experience Required:

At least three years.

Problem Solving Requirements:

Solve problems in situations where most problems have occurred before and their solutions are familiar.

Writing Skills Required:

Write standard documentation using established formats; document work performed, actions taken or results by writing one or two brief sentences.

Speaking/Presentation Skills Required:

Interview or discuss detailed information frequently involving customer/citizen problems or complaints.
