Duties Description Under the general supervision of the Auditor 3, the Auditor 2 (Fiscal Systems) leads a team of Auditor 1s (Fiscal Systems) and Business Systems Analysts that conduct thorough reviews and audits. The team’s focus will span over a range of critical areas, including wagering platforms, websites, applications, and accounting systems employed by licensees operating commercial casinos, mobile sports wagering, and interactive fantasy sports. Furthermore, you will be responsible for leading examinations into any other areas the division identifies as requiring scrutiny, ensuring compliance and operational efficiency across the board. Given the unit’s recent formation, the Auditor 2 will have an influence on the team’s development, actively contributing to defining the team’s future responsibilities and strategic focus areas. Specific duties include, but are not limited to:
- Assist in developing Audit scope, objectives, and appropriate audit assessments.
- Perform a full range of supervisory duties including the planning, assigning, and evaluating work.
- Assist the Auditor 3 to develop, draft, and update policies and procedures for the audit and review of licensee’s wagering systems and application platforms.
- Review the audit work of the Auditor 1 (Fiscal Systems) and Business Systems Analysts and assist with difficult or complex audits.
- Monitor and maintain a record of all proposed, active and closed audits involving their team.
- Provide technical assistance to support the Division’s regulatory processes.
- Assist in the review of licensee’s internal controls and procedures.
- Evaluate the operational risks and vulnerabilities of licensee’s operating systems.
- Research compliance issues and answer technical questions.
- Provide leadership and training to staff in addressing new or difficult audit issues.
- Perform the duties of the Auditor 1 (Fiscal Systems) and Business Analysts as needed.
- Perform other regulatory audit functions as required.

Minimum Qualifications Permanent Qualification:
Candidates must currently be a permanent Auditor 2 (Fiscal Systems)
OR Transfer Qualification:
Candidates must be a current New York State employee eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law and meet the requirements below to qualify for transfer: Either 1. A bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses AND 6 semester credit hours in data processing/information technology/computer science AND two years of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR 2.A master’s or higher degree including or supplemented by24 semester credit hours in accounting, auditing, and/or taxation courses; AND 6 semester credit hours in data processing/information technology/computer science AND one year of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR 3.Possession of a valid Certified Information Systems Audit or designation by the Information Systems Audit and Control Association (ISACA). OR Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. Candidates must be an employee of the NYS Gaming Commission and have one year of service as an Auditor 1 (Fiscal Systems).

A provisional appointment is a non-permanent appointment pending examination and permanent appointment to a competitive class position.
