POSITION SUMMARY
This position is responsible for managing, directing, and coordinating the operations of Harlem Library. The incumbent will provide reference/information and reader advisory services for adults, teens, and children; provide programs and activities; and develop and maintain collections for adults, teens, and children. The position assists the County Librarian in assuring efficient and effective delivery of library services to the citizens of Columbia County. Guidelines consist of the library branch manual, the county personnel manual, relevant county procedures, and supervisor’s instructions. Guidelines require judgement, selection and interpretation in application. Contacts are typically with people or organizations in the community which utilize services of the library. Contacts are also with fellow employees in the library system. Work is performed sitting at a desk with moderate and intermittently standing, sitting, walking, reaching, bending, crouching and stooping in order to access material. Employee must frequently lift light objects (weighing less than 25 pounds) and must occasionally lift heavy objects (weighing 25-50 pounds). Employee must use equipment which requires a high degree of manual dexterity.
PRINCIPAL ACCOUNTABILITIES
Manages, schedules, directs, and organizes branch library services and staff and supervises daily branch operation. Recommends the appointment of personnel to teams. Hires, trains, mentors, and evaluates staff performance, recommending corrective action when necessary, under review of County Librarian. Promotes staff development through regular staff meetings and training opportunities. Performs professional library services in assisting library patrons in the selection and use of library materials and automated reference services. Answers reference information questions and communicates effectively with patrons in person, via telephone and via written word. Understands and can perform all jobs related to circulation services, including but not limited to charging, discharging, and renewing library materials, registering and re-registering patrons, receiving and processing reserves and system-level hold requests, collecting and recording fines and fees. Creates displays to enhance the library experience and to promote use of library resources. Plans, organizes, and supervises programs for Harlem Library to encourage usage of library resources. Prepares bibliographies and user guides and analyzes patron needs to develop the collection. Selects materials for acquisition and withdrawal from Harlem Library. Supervises the organization, maintenance, preservation, withdrawal, and disposal of materials at Harlem Library. Provides financial management by organizing and balancing the daily cash flow that ensures smooth and efficient operations of the library. Provides information management by measuring the daily use of the library to ensure the resources provided are relevant to the needs of the patrons. Responsible for the general maintenance and appearance of Harlem Library, which includes verifying that all equipment is working properly. Works with other library branches and departments to ensure smooth coordination of services and initiatives. Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of library operations, collections, cataloging systems, books and literature in general, standard reference sources and online information databases. Knowledge of county guidelines relevant to the operation of the library. Knowledge of library policies and procedures. Knowledge of library specific software, office application software and personal computers. Skill in oral and written communication and in public speaking. Skill in management and supervision Skill in dealing with patrons tactfully.
DESIRABLE TRAINING AND EXPERIENCE A
Masters of Library Science from an American Library Association accredited university is required; experience to sufficiently understand the diverse objectives and functions of the subunits in the division/department. A minimum of one to two years library related management experience and one year supervisory experience is required. Possession of or the ability to readily obtain a valid driver’s license is required. A combination of education and/or work experience may be substituted for minimum requirements.
