Job Description

Accounting Clerk City of Strafford, MO Strafford, MO 65757 POSITION SUMMARY Full-time position under the direct supervision of the Finance Director. Performs customer service activities, administrative duties, clerical accounting, bill processing, and daily maintenance of customer utility accounts as a part of a team; and assists in bookkeeping duties in preparing, maintaining, and reconciling databases and general ledger accounts.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides customer assistance to the public concerning questions about utility bills and service. Processes and receipts in payments for utility customers, building permit fees, business license fees, dog licenses, and garage sales permits, entering transactions into ERP Pro 10 cashiering software; balancing cash draw and creating daily deposits. Data enters bi-weekly Payroll into ERP Pro 10 payroll software; reviews timesheets for accuracy, entering time accurately and efficiently; generating employee direct deposit and payroll reports, and preparing automated payroll tax payment. Assists in general ledger account analysis and light bookkeeping duties. Supports the Utility Billing Clerk as a team: Generate work orders for various changes needed to customer’s water service. Determine customer deposit requirements. Process credit balance and deposit refunds as applicable. Create, maintain, and update records for all customer accounts. Compute, prepare and distribute regular cycle and final bills within established time frame, including assessment of late, reconnect or other fees, as applicable. Verify account billing for accuracy and investigate billing discrepancies. Ensure timely entry of meter reading and date entry. Review and authorize account and balance transfers. Read, comprehend, understand, and effectively communicate departmental processes and applicable City Policy and ordinances to customers and citizens to ensure effective resolution. Assist in calculation of water/sewer leak adjustments as applicable, per City Utility Code. Assists in processing and maintaining tax exemption certificates.o Assists with mailing address minimum standards certifications. Processes ACH registration and transactions for various utility payments. Balance cash drawer and create daily deposit. Process payment reversals due to returned payments. Maintains Office Supply inventory, routinely verifying quantities and submitting purchase requests for supply orders as needed. Cross-trains to provide some backup support for Accounts Payable Clerk as needed. Receives Citizen Concerns forms, maintains tracking spreadsheet, and routes to appropriate staff. General filing capabilities, processing reports, and maintains records. Performs a variety of work on a regular basis, some containing highly confidential information, and performs some activities simultaneously. Interacts courteously and effectively with fellow employees and the public. Performs other duties as assigned.

IMPORTANT FUNCTIONS

Attends in-service training sessions or other training sessions deemed appropriate by manager. Maintains a neat and orderly work area.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge and ability to work with automated accounting and billing systems; Excellent customer service skills; Excellent communication skills, both verbal and written; Strength in basic math calculations; excellent listening skills and effective customer concern resolution skills; Ability to handle stressful situations with effective resolution; Ability to quickly assess a situation independently and reach a sound decision, and appropriately refer with direction from supervisor; must be ethical & detail oriented; will be required to present a professional image. Team-oriented with commitment to working effectively within a team.

EDUCATION AND/OR EXPERIENCE

Must be a High School graduate or equivalent. At least three (3) years in customer service experience. Utility billing, accounting, or related activities, in a municipal setting, is preferred. At least three (3) years of experience in bookkeeping or accounting using computerized software.

PHYSICAL DEMANDS

Performs bending, sorting, kneeling, and reaching to both ground level and overhead as required for such tasks as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 30 pounds; must be able to hold and grip objects; may be subject to sitting for long periods of time; ability to operate a computer keyboard and mouse.

WORKING ENVIRONMENT

Primarily indoors with heating and cooling in a general office environment.

LICENSING/CERTIFICATION

Must possess a valid Missouri State Driver’s License.

MISCELLANEOUS REQUIREMENTS

May be required to work a variety of shifts including nights, weekends, or holidays. Subject to emergency call-in. Must be a dependable person due to the small size of the work force. Must pass pre-employment drug testing.
