Payroll and Accounting Specialist Bay Waveland Housing Authority Bay Saint Louis, MS 39520 Summary The primary purpose of this position is to lead payroll operations and financial records with accuracy and efficiency. This role will ensure compliance with Authority policies and government regulations while overseeing payroll processing, financial transactions, and general accounting duties. All activities must support the Bay Waveland Housing Authority (“BWHA” or “Authority”) mission, strategic goals, and objectives. Essential Duties and Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. Processes payroll accurately and on schedule, ensuring compliance with labor laws and tax regulations. Maintains financial records, including accounts payable and receivable, general ledger, and financial statements. Ensures timely tax filings, including payroll tax, income tax, and other mandatory deductions. Reconciles payroll accounts and resolve discrepancies. Administers employee benefits related to payroll, such as bonuses, deductions, and reimbursements. Supports budget planning and financial forecasting, prepares and analyzes reports to support decision making. Assists in internal and external audits. Remains up-to-date with regulatory changes affecting payroll and accounting practices. Records all activity related to payroll in the general ledger; prepares journal entries and performs month end balance sheet reconciliations Performs month end general ledger reconciliations for various balance sheet accounts Prepares journal entries as needed, including expense reclassifications, depreciation, monthly fees, interest accruals, etc. Analyzes monthly financial statements for completeness and accuracy Reconciles tenant security deposit/interest with cash and prepare transfer requests for approval and processing Other related duties as assigned. Education and/or Experience Bachelor’s Degree in Accounting and least three (3) years of payroll and general bookkeeping experience. An equivalent combination of education and experience may be considered. Must possess a valid driver’s license and be insurable under the Authority’s plan. Technical Skills To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
