Hours:

8:30am – 5:30pm Examples of Duties The accounting clerk V is assigned to the Program Integrity unit which is responsible for maintaining integrity and accountability in all public assistance programs by investigating all allegations of fraud, mismanagement and abuse of these programs. The accounting clerk in this position notifies or locates customers with all accounts for collection of public assistance overpayment claims and attempts to secure payment. This position is responsible for the collections of public assistance overpayment claims which may involve handling customer calls, office visits, and pursuing payment of claims by using a variety of methods. This position must have extensive knowledge of NCFAST to manage the duties of this position. The accounting clerk must maintain accurate balances to avoid excess collections. If excess collections occur, the accounting clerk must inform the state office Program Integrity unit to ensure the refund process will be completed in a timely manner. Also, the accounting clerk V must monitor public assistance cases and recognize when a case with a claim is active to initiate grant recoupment. This person must identify cases that are uncollectable such as a deceased debtor, by filing documents against the decedent’s estate. These cases may be “written off’ by completing the necessary paperwork. The accounting clerk V is responsible for contacting delinquent account customers in person or by mail as well as handling customer calls and office visits concerning established claims. This position receives a tremendous number of calls daily. These calls involve customers requesting information on how to pay the overpayment claim, why an overpayment was established and the balance owed on a claim. Also, this position is responsible for gathering accurate information from NCFAST and relaying that information to the customer. The accounting clerk V confers by telephone or office visit with customers to determine the reason for non-payment of claims with customers and to discuss claims and discuss methods of repayment. This accounting clerk position will complete a repayment agreement with the customer to establish a record of the repayment of the claim. The accounting clerk V is responsible for the state of North Carolina offset department of revenue (DOR) and Federal treasury offset (TOP) programs. This position must identify claims to be submitted for tax intercept, decertify claims that are not to be part of the tax intercept program, send notices to customers that will be subject to tax intercept, post-tax intercept collections to individual claims and refund any excess collections. The accounting clerk V is responsible for assisting customers with claim issues from the state of North Carolina offset department of revenue (DOR) and Federal treasury offset (TOP) programs. The accounting clerk V is responsible for the completing the actions required for these reports monthly, quarterly and yearly. Attention to detail is needed to complete these reports accurately. The person in this position must be organized, team oriented and possess a high degree of flexibility. Minimum Qualifications Graduation from high school and demonstrated possession of knowledges, skills and abilities gained through at least three years of office assistant/secretarial experience; or completion of a two-year secretarial science or business administration program with one year of responsible experience as described above; or an equivalent combination of training and experience. Knowledge, Skills and Abilities Substantive knowledge of office or work unit procedures, methods and practices. Substantive knowledge of and ability to use correct grammar, vocabulary, spelling, proofreading and office terminology to compose and/or proofread correspondence, reports and materials. Substantive knowledge of accounting procedures, applicable mathematics and their application in the work environment. Skill in communicating effectively both orally and in writing. Considerable ability to record, compile, summarize and analyze data. Considerable ability to review and process information to determine conclusions, actions or compliance with applicable laws, rules or regulations. Considerable ability to analyze work situations and interpret program content in making decisions and explaining policies, regulations and programs. Considerable ability to exercise judgment, discretion and negotiation skills in problem situations. Ability to learn, interpret and explain policies, regulations and programs. Ability to independently respond to inquiries and coordinate a variety of resources in acquiring and disseminating information. May require ability to train and manage a group of employees.
