If your answers are yes, then we want you to join our team at the North Carolina Utilities Commission and make a difference. The NC Utilities Commission is looking for an Accounting Specialist. This position is assigned to the Fiscal Division of the Utilities Commission. The Accounting Specialist will record daily reports, receipts and refunds in the Fiscal database on the same day received/disbursed; ensure electronic deposits obtained and received in PayPoint Financial System balance to the bank statement daily, as well as to the Fiscal database daily collections report; balance physical checks and the deposit per the Fiscal database daily collections report. This position will prepare delinquency reports at the end of each quarter, notifying respective Commission staff of non-compliant companies. The Accounting Specialist will also coordinate with Commission Legal staff on cancellations and Clerk’s office regarding orders issued; prepare and review outstanding age receivables reports; e-mail quarterly NCUC Regulatory Fee notification to jurisdictional entities. This position must be aware of what constitutes jurisdictional revenues as they pertain to each category of investor-owned utility industries, electric, gas, telephone, water and sewer, trucks, shared tenant service, buses, payphone service providers and ferries. The position will reconcile monthly and quarterly for proper posting against the North Carolina Financial System (NCFS) reports. The Accounting Specialist must also be able to present financial information to the Fiscal and Operations Directors in detailed comprehensive reports derived through the manipulation of the regulatory fee database and other software. This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement. The salary grade for this position is NC11. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon those factors, a pay increase MAY result. Knowledge, Skills and Abilities / Competencies Qualified candidates must document on the application that they possess all of the following: Considerable knowledge of accounting methods, procedures, and accounting practices. Working knowledge of the North Carolina Financial System (NCFS) and Payment Service Providers, such as Paypoint, etc.
Demonstrated experience with Microsoft Excel.
Ability to assist in interpreting and analyzing accounting data.
Ability to interpret utility law, knowledge of regulated and non-regulated revenues, knowledge of principles and practices of financial record-keeping and accounting.
Experience preparing financial statements and reports.
Prior experience identifying and correcting routine and recurring financial problems.
Ability to present financial information clearly and concisely in oral and written form.

Bachelor’s degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or Associate degree in accounting from an appropriately accredited institution and three years of accounting or auditing experience; or High school or General Educational Development (GED) diploma and four years of experience as an accounting technician, three of which must be at an advanced technical level; or an equivalent combination of education and experience. Supplemental and Contact Information About the Utilities Commission The North Carolina Utilities Commission is an independent agency of the State of North Carolina created by the General Assembly to regulate the rates and services of all investor-owned public utilities in North Carolina, including electric companies, natural gas distribution companies, water and wastewater companies, passenger carriers by ferry boat, carriers of household goods, and other companies engaged in providing miscellaneous utility services. It is the Commission’s responsibility to ensure that North Carolina customers have access to safe, reliable, and affordable utility service. In carrying out its charge, the Commission employs professional staff, which is organized into the Operations Division and the Legal Division. This position is within the Operations Division and works collaboratively with other members of the Operations Division, including financial professionals such as CPAs, MBAs and economists. This position also works closely with members of the Legal Division, which consists primarily of attorneys and paralegals. About the Work Unit
The Fiscal Management Division of the NC Utilities Commission is responsible for all budgetary matters of the Commission including budget projections, expansion items, expenditures and receipts of the Commission, regulatory fee implementation and collection, processing of all expense reports and travel budget authorizations and purchase requests; compiles the Commission’s Annual Statistical and Analytical Report; and compiles and interprets financial reports of the major utility companies when needed.
