Accounting QuickBooks Associate’s degree 2 years Accounting Technical accounting Full Job Description Description of Work •This Role Is Eligible To Be Hybrid And Has Onsite Reporting Located Within Raleigh, NC •The Accounting Technician III serves as a key member of the Remittance Processing and Other Accounts Receivable Branch within the North Carolina Department of Health and Human Services (DHHS). This role specializes in billing, collection, reconciliation, and reporting activities supporting ten divisions of DHHS, including Central Administration. The position is critical to maintaining the financial integrity of the Department, ensuring proper deposits, reconciliations, and compliance with the North Carolina Financial System (NCFS), Cash Management System, Business Works, and Generally Accepted Accounting Principles (GAAP). Operating independently, the Technician manages billing cycles, maintains cash receipt logs, assists with collections through external agencies, prepares special reports, and supports subsystem and data maintenance efforts. Exceptional judgment, attention to detail, technical accounting skills, and a strong commitment to customer service are key for success in this position.

Key Duties Include:

Perform billing and collection activities for ten DHHS divisions, including delinquency notifications and referrals to the Department of Justice and State-contracted collection agencies. Analyze and post daily deposits, ensuring accuracy and proper coding in NCFS (North Carolina Financial System) and subsystems. Balance and reconcile monthly cash accounts between the NCFS General Ledger, subsystems, and internal logs. Maintain and update cash receipt logs and subsystem forms to ensure accurate account and payment tracking. Serve as a primary customer service contact, addressing inquiries from businesses, individuals, and external agencies regarding outstanding debts. Coordinate use of the Department of Revenue (DOR) Debt Setoff Program for delinquent accounts. Prepare and upload daily financial data to PayPoint for online application tracking and reporting. Assist with monthly closeout activities and preparation of monthly and ad hoc financial reports for the Controller’s Office and the Office of the State Controller (OSC). Apply finance charges, penalties, and adjustments as necessary to maintain account accuracy. Support additional accounting and reporting tasks as assigned to meet the objectives of DHHS financial operations.
