This is a vital role that involves planning, assigning, and supervising complex account-keeping activities. The Principal Account Clerk is responsible for the most difficult and responsible phases of accounting work and may supervise one or more clerical assistants. Key Responsibilities Plan, assign, and review a wide variety of financial records and reports. Instruct and supervise employees in specialized accounting tasks. Oversee and assist in classifying receipts and expenditures and distribute costs according to prescribed codes. Direct the audit of various accounts, claims, and records and prepare related reports. Compile, prepare, and analyze complex financial and statistical records and reports. Assist in preparing annual operating budgets and ensure necessary financial controls. Receive and account for large sums of money for bills, taxes, and related obligations. Revise and install account-keeping and double bookkeeping methods and procedures. Reconcile revenue ledgers with bank statements. (May) Supervise preparation of purchase orders and secure bids from vendors. Conduct correspondence regarding financial matters. Perform occasional or incidental typing of forms, ledger cards, reports, and records. Required Knowledge, Skills, and Abilities Thorough knowledge of modern accounting and bookkeeping methods. Strong understanding of financial record-keeping. Ability to plan, assign, and supervise account-keeping and clerical staff. Proficiency in office terminology, procedures, and equipment. Excellent command of business English. Ability to make accurate arithmetic computations quickly. Strong judgment, initiative, resourcefulness, and a high degree of accuracy. Excellent interpersonal and communication skills. Ability to deal effectively with the public and secure cooperation from others. Familiarity with departmental organization, relevant laws, policies, and regulations. Minimum Qualifications (Any one of the following): Bachelor’s degree from a regionally accredited or NYS registered college and two (2) years of supervisory experience. Associate’s degree from a regionally accredited or NYS registered college and two (2) years of experience in maintaining financial accounts and records, including two (2) years in a supervisory capacity. High school diploma or high school equivalency, with four (4) years of experience in maintaining financial accounts and records, including two (2) years of supervisory experience.
