GENERAL PURPOSE
The Fiscal Technician – CYF Accounts Payable Subsidies position is an advanced clerical-accounting position involving the application of bookkeeping principles and practices and management of fiscal records pertaining to the Children, Youth and Families Division of the Department of Human Services. All work is expected to be timely and accurate.
SUPERVISION RECEIVED
This position reports directly to the Accountant 2.
SUPERVISION EXERCISED
This position does not exercise supervision over other functions.
ESSENTIAL DUTIES OF THE POSITION
Verifies, codes and processes subsidies for all foster and kinship parents and eligible Adoptions and Permanent Legal Custodianships. This position maintains labor distribution. Reconciles and balance labor distribution to general ledger on a quarterly basis. Assists in preparing the PW1171 for inclusion with the state invoice submission. Process payment of the monthly mileage and expense logs for staff. Compile monthly summary and averages report. Prepare Social Security deposits and enter into CAPS. Prepare Promise 40. Communicate with external parties regarding the processing of necessary paperwork. Maintains and is responsible for Petty Cash, Kinship Vouchers and gas cards. Maintains file on County vehicles including total mileage and gas consumption. Collects and process receipts for County Voyager cards and county P-Cards, matching them to the credit bi-monthly and follows up if items are missing. Prepares and enters budget adjustments. Maintains confidentiality at all times. Attends training as required. Maybe required to work in another unit/division to provide coverage. An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description. REQUIRED MINIMUM QUALIFICATIONS EDUCATION & EXPERIENCE
– One year as a Fiscal Assistant; OR Three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school; OR One year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration; OR Any equivalent combination of experience and training.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of bookkeeping principles and practices. Knowledge of modern office practices and equipment, including Microsoft Office. Some knowledge of accounting principles and methods. Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately. Ability to analyze and interpret fiscal information. Ability to apply and adapt established methods to financial transactions. Ability to establish and maintain effective working relationships. Ability to clearly express ideas verbally and in writing. Ability to maintain confidentiality at all times. Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.
