About This Opportunity:
Performs intermediate-skilled administrative support and technical work, preparing payroll, maintaining payroll records, files, and reports, performing office assistance tasks, and related work as apparent or assigned.
Essential Functions:
- Serves as point of contact for payroll inquiries; identifies and resolves errors in payroll checks or processes.
- Creates and maintains payroll date and period schedules in payroll software; performs various account setup and maintenance functions.
Maintains vacation and sick hour accrual records. Enters and processes payroll adjustments, including merit, salary supplement, garnishments, retirement, bankruptcies, etc., in the financial software and records on the exception spreadsheet for every payroll. Creates the city-wide payroll batch by moving all department batches into the financial software.
- Generates payroll reports to balance, checks for accuracy, and makes any necessary changes; runs the payroll process, creates and distributes notices of deposit through the Employee Self-Service software; maintains and stores all payroll files.
- Prepares the ACH file and uploads to the bank; prepares the retirement files for upload.
- Generates payroll vendor check reports and distributes them with appropriate attachments, after each payroll, to Accounts Payable and the City Accountant.
- Creates general ledger entries and posts to the financial system; checks entries for accuracy and corrects and/or update as necessary.
- Processes accounts receivable billing for City, electric and water; enters new customers into system; creates accounts receivable billings within system for various City services, rentals, etc.
; checks accounts receivable edit report for accuracy; generates invoices and mails to customer; maintains accounts receivable files and records; balances accounts receivable to general ledger; reviews accounts receivable checking for payments; generates second notices and collection letters; serves as liaison with the City, attorney and court systems for collection processes.
- Prepares, balances, troubleshoots, and processes a variety of required monthly, quarterly, and annual internal and Federal and State reports, including coordination of the W2 process; updates external agencies as required. Performs bi-weekly reconciliation of retirement plans and 941 information.
- Serves as backup and assists with VISA processing and cash receipting.
- Assists Accounting staff with various projects, as assigned.
Knowledge, Skills, and Abilities:
- Thorough knowledge of payroll systems and processes, including local, state, and federal laws and regulations.
- General knowledge of bookkeeping terminology, methods, and accounting theory and principles.
- General knowledge of office procedures, practices, and equipment.
- Requires skill in standard accounting software and the ability to operate a variety of accounting, office, and data entry equipment. Requires the ability to make arithmetic computations using whole numbers, fractions, and decimals to compute rates, ratios, and percentages.
- Ability to understand and apply governmental accounting practices in the maintenance of financial records and reporting.
- Ability to establish and maintain effective working relationships with associates, coordinating agencies, legal representatives, and the general public.
Education and Experience:
- Associates/Technical degree with coursework in accounting, finance, or related field.
- Minimum three (3) years’ experience in payroll processing.
Special Requirements:
Possession of an appropriate driver’s license valid in the State of Tennessee.
Physical Requirements:
- This work requires the occasional lifting of up to 10 pounds, the ability to sit or stand for extended periods, frequent walking, speaking, hearing, and using hands to reach, handle, or feel, and make repetitive motions.
- Work occasionally requires stooping, kneeling, crouching, crawling, pushing, pulling, and lifting.
- Work requires close vision and the ability to adjust focus, vocal communication to express and exchange ideas, and hearing to perceive information at a normal spoken word level.
- Work requires preparing and analyzing written and computer data while performing in a moderately noisy location (e.g., business office with computers, keyboards, printers, and light office traffic).
- The position has no exposure to environmental conditions.
