Job Description

JOB SUMMARY

Responsible for preparing and monitoring the agency budget. Incumbent must review and analyze major General Ledger accounts throughout the fiscal year and provide side analysis to support these findings. Duties also include maintaining budget modifications during fiscal year. The Budget Analyst reports directly to the Budget Manager and indirectly to the Chief Financial Officer.

ESSENTIAL JOB FUNCTIONS
  • Provide assistance as required in the preparation of budget estimates and will accurately review encumbrances as to the availability of funds
  • Assist in analyzing and/or auditing changes and additions for all computerized financial systems utilized by the agency to ensure that they fully meet the needs of the organization
  • Prepare, analyze, reconcile and distribute authorized routine and/or special request computerized reports in a timely manner
  • Conduct analysis of entries and transactions having impact on the financial statements for accuracy and, where necessary, generates the appropriate correcting accrual or adjusting entries in a timely manner
  • Manage and oversee the agencys financial performance by developing accurate forecast and projections and monitoring on-going performance against plan
  • Generate an accurate status report containing the initial appropriation for each account, balances at the commencement of the respective month, expenditures and encumbrances made during the respective month and the unencumbered balance
  • Generate accurate statistical reports and graphs comparing budgets of similar size agencies in order to support the rationale for the proposed budget

  • Prioritize new expenditures based on safety, need and importance issues to ensure that funding is available for services or equipment deemed critical to the mission and goals of the section/division/department
  • Generate accurate statistical reports and graphs comparing budgets of similar size agencies in order to support the rationale for the proposed budget
  • Administer and diligently monitors budgetary resources, constraints, and expenditures in order to maximize available funds and services provided
  • Coordinate and oversees the development/compilation of the overall operating budget based on past expenditures as well as current and estimated fiscal requirements in order to provide optimal services for the community and its inhabitants
  • Conduct analytical activities to monitor and control spending in order to achieve budgetary objectives in accordance with department policy
  • Consolidate and balances all fund accounts and receipts, and if required, generate an accurate financial statement in accordance with county and state regulations and agency policy
  • Prepare, consolidate and analyze financial statements by fund and takes appropriate and effective corrective actions if budgetary perimeters are not consistent with state statues requirements
  • Conduct audits as required to determine compliance with laws, rules and regulations, and to ensure the reliability, accuracy and completeness of applicable agency records. Audits will consist of a review and appraisal of pertinent agency operations through a thorough examination of internal accounting and administrative controls
  • Ensure that systems used for financial operations provide for adequate and reasonable internal accounting control, and that processed, recorded and reported transactions have suitable audit trails
  • Prepare budget transfers as required/directed and inputs accurate data in journal entries
  • Respond to supervision, guidance, direction, and feedback of superiors in a receptive manner and in accordance with agency policies
  • Conduct him/herself in an ethical and professional manner, abiding by the established code of ethics
  • Demonstrate a polite, helpful, courteous, and professional image when engaged in any activity with the public
  • Demonstrate an understanding, consideration, and respect of cultural, religious, and gender differences when interacting with the public and colleagues
  • Follow all leave and attendance related policies/procedures, including, but not limited to arriving on time, working the entire shift, submission of vacation and personnel requests, notification of supervisor regarding absence from work due to illness or untimely incidents and notification of supervisor concerning overtime hours worked
  • Operate and cares for equipment to manufacturers specifications and / or within the specified parameters and in accordance with agency policies
  • Participate in training classes, seminars, and simulations exercises (if applicable) designed to enhance job specific skills, knowledge, and abilities or to fulfill specific requirements
  • Check their assigned mailbox, telephone/electronic messages (email), responding to messages in a prompt and professional manner
  • Perform other duties as assigned.

## Qualifications and Requirements

LICENCES, EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelors Degree from an accredited college or university in Finance/Accounting
  • Three (3) years of budget preparation and analysis work experience in the most recent 5-7 years required
  • Government accounting experience preferred
  • Proficient in Microsoft office products
  • Speak and understand the English language
