JOB SUMMARY AND PHYSICAL DEMANDS JOB SUMMARY

This position performs difficult, skilled technical and administrative work related to analyzing, coordinating, recommending, monitoring, and maintaining the City’s annual budget and the five-year Capital Improvement Plan (CIP); does related administrative work as required. Work is performed under the regular supervision of a department supervisor.

PHYSICAL DEMANDS

The work is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.

ESSENTIAL JOB FUNCTIONS

Assists with projecting future financial needs and collaborates with Budget Officer and other management personnel to prepare projections and other budget and financial reports. Assists in the development of the City’s overall budget document, and at the departmental level, providing advice and analysis to increase the efficiency of the City’s spending. Develops, organizes, and maintains files, documents, and materials relating to budgetary practices according to City policies. Processes internal budget modifications, verifies accuracy and completeness of forms, and enters information into the budget database. Inputs and maintains data in accordance with the uniform system of accounts set forth by GAAP, GASB, and NERC requirements. Monitors departmental spending to ensure that it is within budget. Maintains position FTE change as they affect the department’s approved FTE budget. Reviews purchase requisitions for proper spending authority and expenditure account usage. Prepares and maintains financial data from various accounting and information systems for analysis; develops reports as needed. Evaluates budget processes and procedures; communicates findings and makes recommendations to improve efficiency. Provides direction, assistance, and training to other employees relative to budgeting matters. Contributes to the production of the final budget book with all criteria required to be considered for submission to the Government Finance Officers Association’s Distinguished Budget Award program. Periodically reviews and updates rate assumptions for equipment, labor, and materials used for electric job costing. Compiles data required for monthly, quarterly, and annual reporting to internal and external customers. Performs accounts receivable functions for outstanding and overdue invoices. Contributes to asset management activities, including work orders to ensure accuracy in the financial records. Reviews and edits a variety of data for accuracy, completeness and conformance to established standards and policies. Oversees office operations and develops departmental office policies and procedures. Enters a variety of operating and accounting data into computer system. Deals with confidential and sensitive issues requiring a high degree of discretion and tact. Maintains and prepares departmental payroll records. Performs related tasks as required.

QUALIFICATIONS
Education and Experience:

A high school diploma supplemented by courses in business, accounting, or related field, and five years of experience in general office and accounting work with at least one-year experience in financial and budgetary analysis. A Bachelor’s Degree in accounting, business administration, or related field, and/or professional certification are preferred.

Knowledge, Skills and Abilities:

Comprehensive knowledge of accounting terminology, budgeting methods, procedures, and equipment. Thorough knowledge of standard office procedures, practices, and equipment as applied to the maintenance of accounting and budget systems. Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail. Ability to evaluate, recommend, and implement improvements to the budgeting process. Basic understanding of and ability to conduct cost-benefit analysis. Ability to prepare and present, clear, concise administrative and financial reports. Ability to express technical ideas effectively, both orally and in writing. Ability to work independently and understand and follow complex oral and written directions. Ability to establish and maintain effective working relationships with City Officials, administration, employees, and the public.
