Work includes the analysis and evaluation of budget estimates and justification statements submitted by City departments for their adherence to established budgetary policies and procedures; and developing new or improved methods and procedures to enhance the effectiveness of the overall budgetary process. Work is performed under general direction within established guidelines; however, an employee in this class usually exercises considerable independence in day to day operations, requiring the application of sound judgment and initiative.

06-13-2025 (11:59 PM) •The starting salary and selection into a Budget Management Analyst position, at level I or level II, will depend upon qualifications and experience. To Qualify Minimum Qualifications.

Applicants must:

Have a Bachelor’s degree with major course work in public administration, business administration, economics, accounting or a closely related field -or- a valid high school diploma or GED combined with an equivalent level of relevant experience and/or training. Be able to make complex analysis of City budgets and understand municipal government operations. Be proficient in the use of Microsoft Office Excel and Word to create and manipulate complex spreadsheets and documents. Possess excellent skills in customer service, analytical thinking, and problem solving. Be able to provide careful attention to detail and create error free work. Desirable Qualifications.

Preferred applicants:

Have considerable experience in budget preparation and analysis, preferably related to municipal government operations. Have prior experience in reviewing, analyzing, presenting, and making recommendations on budgets. Have earned a Master’s Degree in Public Administration, Business or Accounting. Are proficient in the use of the Oracle Financial Management System (demonstrated competence in the use of similar financial management software applications or database systems such as PeopleSoft, SAP or JD Edwards will be considered in lieu of Oracle experience).
