Minimum Qualifications Six years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR Six years of full-time work experience in any field plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR A bachelor’s degree plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR An advanced degree in business administration, accounting, finance, public administration, or statistics plus two years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties:
Work as a technical specialist to establishes work methods and priorities, and determines methodologies and techniques for performing budget evaluations. Work as a technical specialist for coordinating, preparing and/or review the preparations of budget requests by doing research and gathering data individually. Monitor and analyze income and expenditures revenue, forecast revenue and expenditures to identify trends and potential funding issues, and prepares comprehensive reports of findings and recommendations. Exercises independent review of the allotment requests and position actions and approvals, modifies or denies allotment request and positions based on established program plans, fiscal or policy considerations. Prepares budget adjustment forms as necessary to draw or transfer funds. Monitors and forecasts revenues and expenditures to identify trends and potential funding problems. Prepares required reports and financial statements which include the compilation and analysis of data. Proposes alternatives to spending and revisions in authorized budget.

Current permanent status classified State employees may be required to accept a probational appointment, if selected.
