out of 5 stars Columbia, MO The purpose of this job is to assist city departments with annual budget preparation. Performs analytical, technical, and administrative duties in the budgetary process. This process consists of three major phases: budget formulation and justification, budget presentation and enactment, and budget execution and monitoring. Essential Duties and Responsibilities

Employees may be requested to perform job-related tasks other than those specifically presented in this description Prepares annual budget documents in accordance with GFOA budget guidelines. Monitors all budget line items and reports to departments on budget overruns, revenue shortfalls, and other financial problems. Regularly reviews operating budgets to analyze trends affecting budgetary needs. Prepares various monthly, quarterly, annual, and ad-hoc reports and financial analyses to maintain expenditure control. Evaluates implications of budget requests and identifies alternatives for the most advantageous budget option. Prepares, provides, and responds to requests and inquiries regarding financial, expenditure, revenue/fund status, appropriation transfers, supplemental appropriations, and variance reports. Assists in the development and application of the strategic plan and organizational performance measurement and monitors service level data, including output, effectiveness, efficiency, and outcome trends. Serves as a resource to management on department operations and budget requests. Identify opportunities to increase efficiency and effectiveness of department operations and budget execution. Develops and conducts accurate and effective trainings. Attend departmental meetings to provide budget updates and answer policies, procedures, and finance questions. Regular attendance is a necessary and essential function. Performs other duties as assigned. Supervisory Responsibilities No supervisory authority. Assures that appropriate linkages exist between department and agency-wide budget, funding limitations, and service levels to meet specific division/departmental and organizational goals. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them. May prepare financial statements and budget reports. Education and Experience
- An equivalent combination of education, training and experience will be considered Education and Experience Bachelor’s Degree in Finance, Accounting, Business, or a related field 3 to 5 years experience in finance, budgeting, or accounting.

Knowledge of:
Governmental accounting and financial statements. General office practices and administrative procedures, records management, and administration techniques and procedures. Common business software applications and advanced knowledge of Microsoft Excel Skill in: Typing and/or data entry with minimal errors. Communicating verbally and in writing to meet the needs of the audience. Collecting, organizing, and analyzing complex and/or technical data. Utilizing financial analysis software and databases. Using complex formulas, macros, and data manipulation Preparing and presenting financial reports and documents.
Ability to:
Recognize, analyze, and solve a variety of problems. Compile, organize, interpret, and communicate data and results concisely. Process and handle confidential information with discretion.
