WHAT YOU WILL BE DOING
This is a professional position working independently at an advanced level to develop and maintain the annual operating and multi-year capital budgets, support strategic plan implementation and performance measurement efforts, and evaluate Town programs. In addition to the work of a budget analyst (managing operating and capital budgets, utilizing the ERP system, conducting financial and statistical analysis, recommending actions), the analyst leads complex, and often politically sensitive, program evaluation and special research projects, requiring considerable independent professional judgment and initiative. Work involves significant contact and collaboration with Town departments and Town management. This position reports to the Budget and Performance Director. This position does not have supervisory responsibilities.
A SAMPLE OF THE ESSENTIALS
Prepares and develops annual operating and capital budgets; Monitors operating and capital revenues and expenditures; Analyzes and evaluates policy and management issues as directed by Town Manager; Monitors, evaluates and measures the performance of Town programs; Evaluates and measures progress on strategic goals; Provides consultation and guidance to departments through review of budgets and long range financial and strategic plans including staffing, capital needs and revenue projections; Recommends methods for linking strategic objectives to performance targets; Identifies opportunities for cost savings/cost avoidance and recommends strategies to the Town Manager; Collects and analyzes data from departments for benchmarking with comparable communities; Manages projects that cross department lines and have significant financial impacts; Interacts regularly with internal departments, senior management staff, Assistant Town Manager, Town Manager, Town Council and public; May formally supervise part-time, temporary and intern staff; Performs other related duties as required and assigned.
WHAT YOU’LL NEED
Bachelor’s degree in public administration, public policy, business administration, or a related field and a minimum of one (1) year of responsible experience working in public finance or budget administration; or acceptable combination of experience and education.
