The North Carolina Office of State Budget and Management (OSBM) is excited to announce that we are seeking Team Lead – State Budget Management Analyst II candidate for our Budget Development Section. Specifically, the opening is on the Natural and Economic Resources and General Government Team. This posting is for an anticipated vacancy.
OSBM delivers the highest quality budget development and management services for state government. Yet OSBM is much more than budgets.
- Our team provides budget and policy analysis counsel to the Governor, state agencies, and state legislature.
- We analyze economic and demographic data to inform decisions and maintain a balanced budget.
- We provide state agencies with services to support stewardship of public resources and prudent decision-making. This includes tools to improve operational efficacy through data and evidence, such as strategic planning, performance management, and impact analysis.
- And we support agencies’ financial control structures such as grants management, internal audits, and the oversight committee for retired state employees’ health benefits.
- Our office is also home to the state fraud hotline, where any citizen can report suspected misuse of public resources.
The Team Lead – State Budget and Management Analyst II Position
Exhibit a high level of independence and considerable technical knowledge and experience of the budget process, program evaluation, policy analysis, and cost-benefit analysis. This position will lead a budget development team by providing mentoring and support in completing projects or initiatives.
State Budget Management Analyst II’s are expected to:
- Exhibit the ability to work at a high level of independence with considerable knowledge and experiences with the budget process
- Train new analysts
- Lead and/or supervise Operational Excellence projects, including performance management initiatives.
- Assume budget management of complex agency assignments
Budget Analysts are primarily responsible for interpreting legislation and other governing language, developing and issuing budget policies and procedures, providing nonpartisan, accurate, and timely fiscal/policy analysis, conducting quarterly reviews with agency leadership to review agency performance and program evaluations including progress on strategic plan implementation, and presenting information on existing or proposed programs and policies that impact the budget in area(s) of assignment.
In addition, all budget analysts participate in cross-functional teams to advance OSBM’s strategic initiatives.

Knowledge, Skills and Abilities / Competencies

Considerable knowledge of and extensive skills applying the principles and practices of public administration and accounting; budget and program analysis; and strategy and performance management and evaluation.
Working knowledge of at least one of the following: local, state or federal government budgets and legislative process.
Demonstrated experience researching, analyzing, interpreting, and summarizing complex data, identifying findings, and making recommendations.
Demonstrated experience in organizing and presenting clear oral and written reports using Microsoft Suite (Excel, PowerPoint, Word, and Outlook).
Demonstrated experience with performance management, including leading strategic planning, developing and tracking key performance indicators, conducting program evaluations, or related work improving the efficiency, effectiveness, and accountability of public programs and services.
Minimum Education and Experience Requirements
Bachelor s degree in business administration, public administration, public policy or related field from an accredited institution and four (4) years of experience preferably in governmental accounting or budgeting, including one (1) year in advanced and responsible analysts or administrative capacity or an equivalent combination of education and experience.
Management Preference:
Demonstrated experience leading a team by providing mentoring and support in completing a project or initiative.
