Duties Description Advance your career in government finance, management, and public policy at the New York State Division of the Budget (DOB)! DOB develops, negotiates, and implements one of the largest government budgets in the country, which provides the fiscal roadmap for State programs, policies, and services. We are seeking motivated analysts and critical thinkers to join our team. DOB analysts rely on their skills for creative problem solving, attention to detail, and comprehensive communication to respond to emerging challenges, identify and develop solutions, and ensure the fiscal health of the State. The Labor Relations Team provides oversight of statewide Workforce management policies. The team is responsible for managing the budget for the Department of Civil Service, Office of Employee Relations, and the Deferred Compensation Board, and represents DOB as part of the Executive team in collective negotiations. The Labor Relations team also develops and administers compensation policies for Management/Confidential employees. Responsibilities Budget and Policy Analysts at DOB are typically involved in:
- Developing in-depth knowledge of program areas, including detailed analysis of broader trends (e.g trends in the policy area, budgetary and spending trends, economic trends and implications, etc.), potential impacts on program operations, and collaborating with counterparts to understand agency and program operations, issues, and challenges.
- Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.
- Managing the State’s Financial Plan including by projecting and monitoring spending trends, identifying challenges, and working with counterparts to mitigate fiscal risks.
- Reviewing Department of Civil Service proposals, including those for staffing improvements, compensation issues, reallocations, and salary differentials, and providing recommendations.
- Analyzing the impacts of Civil Service Reform, statewide compensation policies, and collective bargaining agreements.
The minimum qualifications required for this vacancy. Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18. - Fluency in Excel formulas and functions, and other Microsoft applications.
- Strong written, visual, and verbal communication skills.
