out of 5 stars Saint George, SC Description The purpose of this position is to assist the County Administrator, Deputy Administrator/Chief Financial Officer, and Director of Business Services in developing the County’s annual operating and capital budget as well as ensuring proper management of revenues. Monitors the administration of the annual budget and works with the Financial Services Division and affected functions to resolve budgetary issues. This includes forecasting and cross departmental communication regarding changes in policies or trends that would affect the frequency or amount, or revenue collected. Monitors the administration capital projects and works with the Capital Projects Manager to resolve project issues. Duties
ESSENTIAL JOB FUNCTIONS
Prepare baseline expenditure budgets to determine County’s financial position. Develops budget forms and instructions for departments to use submitting request for annual funding and project appropriations. Reviews budget requests and evaluates merits of request. Briefs Director of Business Services, Deputy Administrator/Chief Financial Officer and County Administrator on budget requests and provides recommendations on funding plans. Prepares documents to support the County Administrator’s budget request to County Council including but not limited, to schedules, narratives, memoranda, and ordinances. Prepares annual GFOA Budget Document for public distribution and submits documentation to Government Finance Officer’s Association’s Distinguished Budget Presentation Award program. Key budget into financial system and supports Budget Officer in ensuring all budget entries are correct. Monitors administration operating and capital budgets following approval by County Council. Works with all departments to resolve budgetary issues that arise over the course of the year. Monitors the administration of all capital projects managed by the County and County component units. Works with Financial Services Division and operating departments to resolve project management issues that arise during the year. Prepares and maintains statistical information of the County. Prepares and/or assist in preparing a variety of studies, reports and related information for decision-making purposes; prepares and/or assist in preparing periodic and special financial reports as required by the County and other agencies. Assists in coordinating department activities and functions with those of other County departments, division, municipalities, outside agencies and professionals as appropriate. Attends various staff and committee meetings as required. Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel, elected officials and citizens regarding areas of responsibility. Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, answering the telephone, etc. Attending training, meetings, workshops, conferences, etc., as necessary to maintain job knowledge and skills. Performs other related job duties as assigned. Qualifications Associate degree in accounting, or bookkeeping with emphasis in bookkeeping, accounting or closely related fields. Bachelor’s degree in accounting bookkeeping with emphasis in bookkeeping, accounting or a closely related field preferred. Requires at least four (4) years of experience in an accounting related function.
