240 Days Position Overview The Chief Financial Officer provides administrative, supervisory and accounting responsibility for all funds of the school district. The Chief Financial Officer provides accountability to the Superintendent and Board for the district operating budget, insurance, annuities, payroll, accounts payable, purchasing, school activity funds, bond funds, capital assets, and other financial related activities and programs. The Chief Financial Officer administers the financial resources of the district, identifies available resources, and methods to increase district revenue. Ensures that financial systems and procedures are in compliance with Board policies, administrative regulations, and applicable state and federal regulations and laws. Essential Job Functions Collaborates with the Superintendent to communicate the budget process to all stakeholders Develops short-term and long-term goals that support the philosophy and policies of the Superintendent Administers the distribution of financial resources in accordance with allocations determined by the Board of Trustees and Administration Serves as advisor to the Superintendent on questions relating to the business and financial affairs of the district and serves on the Superintendent’s cabinet Assumes responsibility for budget development and long-range financial planning Prepares the annual budget for approval by the Superintendent and the LCSD Board Coordinates the annual audit Assumes responsibility for the overall management, supervision and operations of LCSD’s accounting staff, accounting procedures and controls Supervises the management of financial affairs of the district, including, but not limited to the general fund, building fund, child nutrition fund, bond funds, sinking funds, school activity funds and ensures proper and timely grant management and accounting for the district Prepares regular financial reports for the Superintendent and the Board Acts as a resource for the Superintendent, staff, Board Members, school administrative personnel and others concerning the budget, financial management and business affairs of the district Allocates all funds after consultation with the Superintendent Supervises, assists and ensures that district financial operations are in compliance with Board policy, state and federal law and applicable policies and procedures Administers a budget and payroll control system for the district Informs administrative staff about new developments in Board policies, State Board of Education rules and regulations, accounting principles and state laws Prepares analysis of program and salary/fringe costs, methods of financing, and long-range projections of financial requirements Recommends changes to improve the financial management of the district and its financial status Maintains liaison with the County Treasurer, auditor and other county and city officials, as required Attends board meetings Administers the debt management program to include appropriate principal and interest payments, monitors arbitrage, refinancing opportunities, etc. Works with the County Auditor, Bond Attorney, and Financial Advisor for all Bond related matters Stays abreast of and interprets business and financial regulations and policies affecting the business affairs of the district Communicates with local, state and national agencies and officials to gain information about legislative or other changes that could affect the district Monitors all purchase requisitions to determine correctness of information, price extensions, coding information Monitors bid requests and bidding procedures Supervises the acquisition and maintenance of adequate insurance policies for the district’s property, liability and employee insurance Recommends personnel transactions to the Superintendent Arranges for auditing of school accounts, internal and external Participates in professional development each year to maintain professional certification(s) Supervises staff as assigned by the Superintendent Exercises discretion when making recommendations concerning the appointment, retention, promotion and assignment of all department personnel Responsible for the evaluation of all department staff Participates in professional networks Performs other duties and assumes other responsibilities at the request of the Superintendent Requires Bachelor’s degree in Accounting, Finance, Business Administration, a related field or a School Business Official Certification Master’s degree in Business Administration or a School Business Official Certification preferred Minimum of five years’ experience supervising staff and evaluating performance required Minimum of five years’ experience in educational finance, including preparing or reviewing budgetary data, preparing and/or reviewing budgets and financial management information for educational institutions Knowledge of rules, regulations, policies and laws applicable to school districts. MasterCertified Public Accountant preferred
