GENERAL POSITION DESCRIPTION

This is a professional supervisory position responsible for leading a sub-team within the Claims Processing Division to carry out technical, analytical, and customer service functions of the division.

ESSENTIAL DUTIES

+ Administer the validation and payment of Lottery prizes in compliance with rules, policies, and procedures. Primarily assigned claims related to installments and promotions and back up on claims deemed top prize (i.e., $250,000 or greater) and other claims. + Ensure compliance with IRS tax reporting requirements. + Oversee the post audit of paid claims at Headquarters and District Offices. + Oversee the process of mail-in tickets, to include the opening, intake, assignment for validation/payment, mailing of prize payment checks and processing bulk mail. + Oversee the scanning of claims, mail and correspondence to ensure accuracy and all required elements are contained and scanning is completed within established timeframes. + Oversee the retention of claims, records and correspondence in accordance with Lottery policy and Florida Law. + Oversee the daily balancing of checks and check registers. + Work cooperatively with Lottery General Counsel on Top Prize affidavits and resolving issues related to affidavits and payment rules. + Prepare, review and distribute all requested reports and schedules. + As needed, assist with the removal of users from the Lottery’s prize payment software user database. + Responsible for partnering with necessary Lottery Business Units to test new processes and scenarios in the Lottery’s prize payment software to ensure effective implementation. + Responsible for regularly reviewing and updating policies and procedures. When applicable, recommending changes to policies and procedures to improve operational efficiency and effectiveness, and safeguarding Lottery assets, and internal controls. + Effectively lead Claims Processing Service Improvement Teams (SITs) to identify, develop and produce outcomes that create efficiencies within the division. + Effectively lead their assigned team and performing administrative functions related to being a supervisor and setting a good example for employees. + Secure and track Florida Lottery check stock inventory. + Process and review all claims received to determine whether examination by the Division of Security is needed, and then approving payment for claims returned from the Division of Security. + Assist with Bonus Play Promotional draws. + Serve as a liaison with partner agencies for whom Lottery collects State Owed Debt. + Prepare Information Resource Request Forms (IRFF) when updates or issues arise within the Lottery’s prize payment software. + Assist with the creation of a monthly Task List for effective distribution of Claims Processing tasks to team members. Assist in preparing the How to Claim web page information for all new promotions. + Review new game rules for accuracy and provide edit and improvement feedback. + Assist with requests for Claims Processing Public Records. + Assist with the request of Lottery Game Payment Quotes from the State Board of Administration in a timely manner. + Assist with the review, analysis and coordination of the collection of state-owed debt from winners and subsequent transfer of the funds to appropriate state agencies. + Assist District Office staff with validation and payment of Lottery prizes. + Assist with access requests to the Lottery’s contracted banking institution and resolve any issues related to prize or installment payments. + Assist with the creation of new games and new game prize structures within the Lottery’s prize payment software. + Assist with agency-wide Failover testing. + Assist with reviewing Draw Packets, Payment Quotes and Cash Sheets to ensure they are prepared accurately and within required time frames. + Assist with reviewing Top Prize Folders for accuracy, completeness and processing the folders within payment timelines. + Assist with prize promotion gift cards; to include the entry of gift cards into the MICS tracking software, receiving, storage of gift cards in the secure cage and distribution of gift cards, all in accordance with Claims Processing procedure. + Perform all other duties as assigned.

Other job-related requirements for this position High School Diploma or equivalent (GED) required and at least two (2) years of supervisory experience. Successful passing of a criminal background check (state, local, and national) is required . Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units. The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.
