GENERAL PURPOSE
The Assistant Director is responsible for performing the managerial, technical, operational and administrative work required to perform specific assigned tasks, particularly, focusing on City compliance with federal, state and local laws and regulations together with the management of risk and its allocation while ensuring City goals and objectives are met.

MAIN JOB TASKS AND RESPONSIBILITIES

Review and negotiate contracts and agreements between the City and other parties (with the exception of those processed directly by the City Attorney).
Supervise, manage and continue development of a searchable database to catalog and track all City contracts.
Coordinate multiple projects moving from one area of law and business to another, while, at the same time, developing the required knowledge and expertise to support the Department Director and act in the Director’s stead as the occasion requires.
Determine City land rights required to carry out private development and projects for General Government and Utility Divisions.
Coordinate real estate and land rights acquisition between landholder, City Attorney, appraisers, surveyors and requesting divisions.
Obtain, review and analyze appraisals.
Negotiate the purchase of property and acquisition of property rights with property owners and obtain properly executed agreements.
Coordinate disposition of surplus real property.
Order and coordinate title searches, legal descriptions and survey drawings.
Identify environmental elements of City proposed acquisitions and dispositions.
Provide assistance and information to citizens concerning City property rights.
Stay current with law, regulations and developments in real estate transactions.
Regulatory or advisory board assignments as directed.
Develop long-range goals and programs for the department.
Evaluate reports, decisions and results of the department in relation to established goals.
Develop and implement new approaches, policies and procedures to effect continuous improvements in the efficiency of the department and services performed.
Consult with the City Attorney as directed by the Department Director or City Manager.
Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Graduation from an accredited four-year college or university with a Bachelor’s Degree in Insurance, Risk Management, Real Estate Law, or a related field. A law degree is preferred.
Seven years of professional experience in a supervisory position required.
A comparable amount of training, education or experience may be substituted for the minimum qualifications.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of constitutional law, government organization, real estate transactions, state and federal law and regulation with particular emphasis on government policies and procedures, employment practices, insurance, liability exposure and public safety.
Skill in written and oral communication.
Ability to effectively interact with all employees, the public, other agencies and officials, vendors and those who do business with or come in contact with the City.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

Work is typically performed in a relatively safe, secure and stable work environment.
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to move objects.
Additionally, the following physical abilities are required: manual dexterity, hearing, mental acuity, repetitive motion, speaking and talking.
