Job Summary:

The Environmental Specialist performs skill-based, technical, and administrative work in environmental compliance planning, operation, and maintenance of Clay County Utility Authority’s (CCUA) water and wastewater treatment facilities, and the associated distribution and collection systems as well as industrial pretreatment and fats, oils, and grease.

Essential Duties and Responsibilities:

Review and analyze laboratory and operational data to generate reports and documents, including but not limited to wastewater sampling reports, wastewater treatment plant reports, abnormal events, and environmental incidents. Oversee the Pretreatment Program; maintain necessary records and reports; ensure all necessary materials, equipment, parts, and tools are available and well maintained for the operation and performance of the program. Oversee the Fats, Oils, and Grease (FOG) program, conduct grease trap inspections, review grease trap installations, maintain the FOG database, work directly with food service establishments and grease haulers to maintain compliance. Analyze data and prepare reports in response to internal and external customers as result of new and upcoming rules and regulations. Plan, schedule, and implement preventive and corrective actions to maintain compliance with environmental regulations. Assist in regulatory compliance inspections and follow up. Notify Environmental Compliance Manager on matters related to environmental compliance activities; provide information to various civic, educational, and public groups and individuals regarding water and wastewater treatment problems and services. Write Industrial User permits and monitor permittees to ensure compliance with discharge requirements; enforce rules, regulations, policies, and procedures relating to the operation of the program. Conduct wastewater and pretreatment sample collection and laboratory analyses. Assess impacts of projects on environmental requirements and determine necessary changes in environmental procedures and notifications. Ensure all necessary materials, supplies and equipment are available for the operation and maintenance of the Environmental Compliance Program. Assist in sanitary sewer overflow environmental response and reporting. Interpret rules, regulations, policies, and procedures relating to the Environmental Compliance Program. Stay abreast of changing rules and regulations. Perform other duties, as needed.

Education and Experience Requirements:

Associates Degree Bachelor’s Degree in Environmental Science, Biology, Chemistry, Engineering, or closely related field, preferred. A combination of education and work-related experience may be substituted for education requirements. Valid driver’s license issued by the State of Florida and have a satisfactory driver’s record based on the criteria listed in the Clay County Utility Authority handbook.

Knowledge/Skills/Abilities:
Job-Specific Knowledge:

Knowledge of environmental compliance rules and regulations including the Safe Drinking Water Act and the Clean Water Act. Knowledge of water and wastewater treatment plants and distribution and collection systems operations and procedures preferred. Ability to interpret chemical and biological laboratory analyses; read and understand technical prints, technical O&M manuals, and mechanical drawings. Customer Service
