Minimum Qualifications Seven years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR Six years of full-time experience in any field plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR A bachelor’s degree plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR An advanced degree, or a Juris Doctorate, plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties:

Ensure consistent application of state and federal environmental laws including the Clean Water Act (CWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), and Louisiana-specific statutes and regulations (LAC Title 33). Monitor statewide compliance trends; develop and implement corrective strategies to address noncompliance. Collaborate with EPA Region 6 and other federal/state entities on joint initiatives and performance audits. Lead and manage statewide regulatory compliance programs within OEC, including Surveillance, Emergency and Radiological Services, and Enforcement initiatives.

Position-Specific Details:

This announcement will be used to fill one vacancy. This position is in the Emergency Response section of the Emergency and Radiological Services Division within the Office of Environmental Compliance and is domiciled in East Baton Rouge. This position is responsible for the statewide coordination and oversight of complex regulatory and enforcement programs involving multimedia environmental compliance (air, water, waste). The incumbent directs program planning, policy development, staff oversight, and intergovernmental collaboration to ensure compliance with Louisiana Environmental Quality Act regulations and applicable federal laws administered by LDEQ through EPA delegation.
