The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. The Federal Programs Unit provides leadership, oversight, training, and policy development services to institutions in the community college system for programs funded primarily through the Strengthening Career and Technical Education for the 21st Century Act of 2018 (known as Perkins V) and the Workforce Innovation and Opportunity Act (WIOA) Title II program. Develop and execute annual monitoring plans to assess the program and financial performance of WIOA Title II and Perkins V funded recipients. Conduct on-site and remote monitoring visits, including reviewing program records, analyzing data, and interviewing staff. Prepare detailed monitoring reports, identify issues of non-compliance, and make recommendations for corrective actions. Develop and deliver technical assistance and training sessions to funded recipients on WIOA Title II and Perkins V regulations, policies, data collection, and best practices. Monitor program outcomes and evaluate data to identify trends, compliance issues, and areas for improvement. Prepare and submit required reports to federal and state stakeholders, ensuring timeliness and accuracy. Develop, implement, and monitor corrective action plans to address identified issues and mitigate risks to ensure timely resolution. This is a full-time position (40 hours per week) with State Benefits.
