Description of Work
This Program Manager II serves as the Deputy Director for the Internal Investigation & Apprehension Division (IIAD) with the North Carolina Department of Adult Correction (DAC).
This Deputy Director position manages the investigation, analysis and findings of cases involving allegations of misconduct involving DAC employees. This position performs professional, analytical, consultative work involved in conducting internal investigations, the application and interpretation of state and agency policies, procedures and guidelines.
Position requires a high level of planning, developing, implementing and monitoring of systems and various program components and all duties are primarily performed independently, and with full access to the Internal Affairs Director
Responsibilities include, but are not limited to:
Gathering statistical data, management training, in conjunction with collaborating with Human Resources and the General Counsels’ Office when needed to ensure investigative reports are comprehensive, fair, accurate, defensible, and that the rights of the employee are preserved
Responsible for providing guidance and managerial oversight of subordinate staff
Assisting and ensuring the equitable assignment of cases

Working knowledge and understanding of methods, procedures and practices used in investigations
Experience investigating administrative, internal or criminal complaints

Ability to exercise judgement, maintain objectivity, and retain composure during high pressure situations
Ability to advise, interact, and counsel management and employees on a wide range of sensitive issues related to operational and personnel policies, procedures and standard operating procedures
Ability to develop recommendations regarding a wide range of investigations and evaluations related to complex subjects, to conduct formal and informal presentations and communicate effectively in all situations both orally and in written form

Bachelor’ s degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience (OR) an equivalent combination of training and experience.
