Harris has an opening for an Environmental ComplianceManager to join our Biology Group within our Environmental Planningand Compliance business unit. The ideal candidate would be located inproximity to one of our Harris offices in California•San Diego,Salinas, Concord, Sacramento, or Irvine.

What you will do•Manage or assist in managing environmental compliance forsmall•and large-scale municipal, transportation, water, education,and other projects, with ethical and creative solutions-orientedapproaches to regulatory challenges and risk management. Develop and produce environmental compliance documentsincluding management plans, technical reports, worker environmentaleducation/awareness training programs and materials, and otherdeliverables to support compliance throughout the projectlifecycle, including ensuring accurate reporting of environmentalcompliance. Track all compliance from pre-construction topost-construction. Collaborate with project team members to ensure alignment ofproject objectives, regulatory requirements, and compliancestandards and that the project reaches client objectives, goals,and needs. Act as the primary or secondary point of contact for clients,subcontractors, contractors, and regulatory agencies to ensureseamless project execution and compliance across variousprojects. Support business operations by managing contracts, preparingbid documents and proposals, and mentoring junior staff.

What youwill have•Bachelor’s degree in Biology, Ecology, or EnvironmentalScience. Minimum 10 years of experience in environmental consulting as abiologist with expertise in regulatory compliance. Experience with construction monitoring or compliancemonitoring. Extensive experience working on projects with permits fromregulatory agencies such as U.S. Army Corps of Engineers, U.S. Fishand Wildlife Services, State/Regional Water Quality Control Board,California Department of Fish and Wildlife, and other federal,state, and local agencies. Proven experience with understanding and interpretingenvironmental regulations, laws, documents, and permits forprojects during construction. Knowledge of CEQA and NEPA compliance, including the experiencewith compliance of all levels of CEQA documents (statutoryexemptions, categorical exemptions, MNDs, EIRs, Program EIRs, andsupplemental EIRs). Proven ability to build strong relationships with staff,clients, contractors, regulatory agencies, and subconsultants,fostering collaboration and compliance. Strong organizational, schedule, and budget management skills,with the ability to navigate complex compliance challenges andensure successful project outcomes. Exceptional communication skills, including the ability toprepare technical reports, manage client relationships, and providepresentations to stakeholders and regulatory agencies. Demonstrated experience successfully managing or assisting inmanaging compliance requirements and schedules for complexprojects.
