Voucher Program Position Summary:
The Compliance Analyst manages a variety of duties administering the Housing Choice Voucher Program. These include (but are not limited to): client interviews, determinations of eligibility and Participant compliance including violations of Family Obligations, criminal and sexual offender offenses and all other Participant violations, building administrative hearing case files, presenting the case files before an Administrative Hearing Officer, opposing parties and their legal counsel and witnesses, reports terminations on a weekly basis to Manager of Compliance for tracking, and prompt completions of all data processing and analysis within the Compliance Department.
Essential Duties and Responsibilities:
Monitors and manages proposed termination caseload ensuring that clients meet and comply with program eligibility and participation requirements. Provides decision making on reports of program fraud and abuse from Departments and external complaints, reviews recommended actions, conducts additional research and investigation as needed and finalizes proposed program termination actions. Interfaces directly with Attorneys, clients, witnesses, government agencies, third-parties and/or Landlords as needed to conduct interviews; collect paperwork; conduct termination hearings; and resolves issues, complaints or problems. Provides compliance expertise to all departments for all program violations and eligibility matters. Conducts administrative Informal Hearings for tenant repayment agreements and understand the Tenant Repayment Agreement process and procedures including intake, tracking of payment status, and have a working knowledge for all processes for tenant debt repayment to the agency. Handles termination of housing assistance payments and coordinates notifications to Clients and Landlords. Conducts administrative informal hearings for violations of HCVP Family Obligation, reasonable accommodations denials, Zero HAP calculations and tenant rent portion increase calculations. Prepares and presents evidence based cases and procures supporting documentation to substantiate grounds for terminations. Prepares cases of proposed terminations by other Departments and teams. Manages and initiates special projects as assigned by developing project plans, identifying and collaborating with other team members, interfacing with other departments, offering guidance to Participants and Landlords and providing thoughtful solutions and recommendations to Client Services management. Accepts, schedules and conducts file reviews of Participant and Landlord files with outside Legal entities. Reviews legal files for completeness and accuracy prior to scheduled Legal Aid review. Prepares summary analysis and file review report in preparation for Legal Counsel Review and use in litigation and hearings. Attends Court as Subject Matter Expert/Witness to Housing Services processes as required. Documents all tasks completed in the appropriate client and landlord files within the AHA Enterprise Resource Planning (ERP) computer system and maintains records in accordance with established document management requirements. Responsible for timely and accurate follow-ups to complete tasks; opens, reviews and acts upon all mail, telephone and electronic and phone call inquiries received within established timelines; uses agency approved forms, letters and correspondence; assures that all correspondence issued is the correct and most recent version. Contributes to assigned team; actively participates in team meetings, process improvements and other special projects; collaborates with and supports all team members and follows through on initiatives and assignments as directed. Embraces and supports all initiatives, policies and procedures within the Client Services department; implements all new requirements in accordance with established guidelines. Performs other related tasks as required.
Education and Experience:
Bachelor’s degree in business, public administration, urban studies, social services, or related field preferred or an equal amount of work experience in public housing or the Housing Choice Voucher Program. Law degree, training or experience in the legal or compliance fields, a plus. Requires functional proficiency with technology used on-the-job to include Microsoft Office Suite and proprietary software, as well as proprietary database operations and other technology applications used to support organizational objectives. Some formal certifications will be required for the job and must be completed within 6-12 months of date of hire; these may include but are not limited to: Section 8 Voucher Specialist & Rent Calculation and the Hearing Officer Workshop Specialist.
Knowledge and Skill Requirements:
Must have excellent organizational and planning skills, as well as ability to effectively and succinctly communicate complex situational information. Must be able to become proficient with proprietary database operations (Yardi-based applications, etc.) and have proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.)
Working Conditions:
Generally works in office environment. Must be able to sit and stand for long periods of time. Must be able to work in a deadline-focused and fast-paced environment. May be required to have valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Driver’s List.” Occasional overtime as required to meet workload demands.
