Full Job Description Job Summary Characteristics of Work:

The Grants Administration and Compliance Specialist is a full-time position within the Division of Finance and Administration.. This staff member will conduct regular financial and programmatic compliance reviews of assigned grant program(s) to ensure agency compliance with grant administrative and fiscal requirements and the attainment of grant goals and objectives. Work is subject to review by the Director of Finance to whom the incumbent is responsible.

Examples of Work:

Examples of work performed in this position include, but not limited to, the following: 1. Reviews federal, state, and agency laws, rules, and regulations relative to assigned grant program(s) to ensure compliance and proper administration; 2. Develops policies and procedures for monitoring and enforcing all grant financial matters for compliance purposes, including administrative compliance and reporting requirements; 3. Communicates regularly with subgrantees on various grants-related financial and programmatic matters; 4. Prepares federal/state/private grant financial reports including assisting with preparing grant progress reports; 5. Prepares grant reimbursement requests and/or invoices for submission to funders; 6. Collects, compiles and analyzes grants-related financial data and program performance metrics; 7. Prepares, processes, and monitors internal financial forms, contracts, and grants-related financial documents including administrative records and compliance reports for relevant special programs; 8. Provides grants-related financial technical assistance to subgrantees and other grant partners; 9. Monitors program participant compliance with program rules and regulations through regular reviews of applications, reports, and other pertinent grants-related financial information; 10. Schedules and conducts program and fiscal compliance reviews (desk and on-site audits) for assigned grant program(s); 11. Coordinates and reports all grants-related and contract compliance matters to Deputy Executive Director of Finance; 12. Recommends options for grant/contract compliance enforcement and verification relating to all assigned grant programs and contracts and provides guidance on risk mitigation strategies; 13. Uses computer applications/systems to enter program data and to create pertinent files and maintain accurate grant compliance records; 14. Conducts regular inventory and maintenance of all grant-purchased equipment and supplies, as applicable and ensures compliance with asset management guidelines; 15. Performs all other duties as assigned; and 16.

Essential Functions:

1. Conducts Financial and Programmatic Compliance Reviews Regularly reviews assigned grant programs to ensure compliance with applicable federal, state, and agency rules, and verifies attainment of grant goals and objectives. 2. Prepares and Monitors Grant Financial Documents and Reports Prepares financial reports, reimbursement requests, and invoices; monitors internal financial forms, contracts, and compliance-related documentation. 3. Provides Technical Assistance and Communication to Subgrantees Offers financial and programmatic guidance to subgrantees and partners, and maintains ongoing communication to address compliance and reporting issues. 4. Coordinates and Conducts Desk and On-site Audits Schedules and executes fiscal and program compliance reviews, audits, and inventory checks for grant-purchased assets, and reports compliance issues to leadership.

Minimum Core Requirements:

Bachelor’s Degree from an accredited college or university in accounting, business administration, financial management, grants management or related field. Excellent written and oral communication skills. Computer skills (Excel, Word, Access, PowerPoint, Internet, etc.). Strong organizational skills and experience with tracking outcomes and/or writing reports. Two years related work experience.

This is a Non-State, time-limited, federally funded position.
