GENERAL STATEMENT OF JOB
The EC Monitoring and Accountability Coordinator is responsible for ensuring that the Exceptional Children’s programs comply with all federal, state, and local policies, regulations, and procedures. This position monitors implementation of IDEA, assists the EC Director in facilitating dispute resolution processes, and serves as a liaison for high-stakes meetings. Additionally, the Coordinator supports Medicaid reimbursement procedures and contributes to the development and writing of grants that enhance EC programming and services. The Coordinator supports procedural safeguards, provides technical assistance to schools, and helps maintain program integrity across the district.
Key Duties and Responsibilities:
Monitor compliance with IDEA and
NCDPI EC
policies through audits, file reviews, on-site visits, and data analysis. Develop, implement, and track corrective action plans resulting from internal reviews or external monitoring findings. Assist EC Director and Coordinator in dispute resolution processes. Support schools and EC staff in preparing for and conducting high-stakes meetings by ensuring procedural safeguards and compliance documentation are in place. Provide technical assistance and professional development to district and school-level personnel on EC policy, accountability standards, and legal compliance. Analyze EC program data (e.g., discipline disproportionality, service delivery models, LRE, assessment participation) to guide program improvement and compliance. Monitor Medicaid documentation and billing procedures related to EC services to ensure reimbursement aligns with federal and state guidelines. Collaborate with finance and EC staff to improve Medicaid claiming accuracy and maximize reimbursement opportunities. Assist in identifying funding opportunities and in writing, editing, and submitting grants to support EC initiatives. Maintain detailed and accurate records related to monitoring, disputes, Medicaid, and grant activities. Stay current on policy changes and legal updates related to special education and share relevant information with staff and stakeholders. Support the Director with preparation of compliance reports, monitoring submissions, and district-level EC plans.
Knowledge, Skills and Abilities:
Previous leadership experience in special education preferred Experience with dispute resolution processes (e.g., facilitated IEP meetings, mediation, state complaints, due process) Experience facilitating IEP meetings and working with families in conflict resolution settings Experience with grant writing and management Knowledge of federal and North Carolina state laws and policies regarding special education services. Ability to communicate effectively with diverse stakeholders, including students, parents, educators, and administrators. Detailed knowledge of the IEP process and compliance requirements, ECATS, and the MTSS framework. Strong organizational and time management skills. Ability to maintain complete confidentiality and emotional control under stress.
MINIMUM TRAINING AND EXPERIENCE
: Bachelor’s degree in Special Education or a related field. Master’s degree preferred. Valid NC educators license Minimum of 5 years of experience in special education, including experience with IEP development and procedural compliance
PHYSICAL REQUIREMENTS
Must be able to physically perform the basic life operational functions of fingering, grasping, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Some positions assigned to this class may require light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
