Job Description

The

  • Grants Coordinator (Compliance and Financial Reconciliation)
  • is responsible for overseeing financial compliance, reconciliation, and reporting activities across multiple county-administered grant programs.

This role ensures alignment with state, federal, and local regulations, working collaboratively with other Grants Coordinators and various departments to maintain accurate financial records and support successful grant audits. The position plays a vital role in reconciling grants to the Countys State Expenditure and Federal Schedule of Assistance (SEFSA) and ensures consistent financial integrity across all funding sources.

Examples of Duties:

The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform

  • Collaborate with other Grants Coordinators to reconcile grant expenditures and revenues to the SEFSA.

Prepare and submit the countys SEFSA. Assist with preparation for grantor and external audits; attend audits as requested. Assist departments in fulfilling auditor requests and completing Internal Controls (IC) compliance documents. Upload auditor-requested documentation for selected program testing

  • Reconcile monthly expenditures and revenues to the County General Ledger and relevant Federal/State Reports.

Reconcile DSS revenue data from NCXCloud and the NCDHHS Electronic Funds Transfer Documents Portal. Reconcile Health ATC to the State Audit Key Report and LGC-PH Data Entry Worksheet. Reconcile audit confirmations. Reconcile

  • Post journal entries (JEs), recodes, corrections, and reversals as needed/requested. Post accrual journal entries for prior-year revenues received in the current fiscal year. Post recodes to reflect changes in federal/state funding percentages. Post liability entries for advance-funded grants (e.g., Courthouse, DSS ERAP)
  • Review and track new grant contracts and award letters. Provide technical guidance to departments on federal/state regulations. Support departments in setting up appropriate expenditure and revenue accounts. Assist with preparation of Board Actions and Budget Change Requests. Provide guidance and support in the preparation and documentation of reimbursement requests
  • Prepare Schedule 12: Emergency Telephone System Fund Schedule. Prepare Schedule 13: Drug Fund Schedule
  • Prepare journal entries to adjust asset forfeiture and controlled substance tax reserve accounts. Calculate monthly interest
  • Communicate with granting agencies as needed for clarification or issue resolution. Collaborate with other departments to gather data and narratives required for grant applications
  • Other duties as assigned. Minimum Qualifications
  • Bachelors degree in Accounting, Finance, Public Administration, or a related field
  • A combination of education and related experience may be considered
  • Minimum of three (3) years of experience in grants financial management, governmental accounting, or audit preparation.
