Regulatory Compliance and Enforcement Coordinator City of Greenville, NC – 3.8 Greenville, NC Job Details Full-time $62,212.80 – $96,408.00 a year 9 hours ago Qualifications Customer service English Mid-level 3 years Driver’s License Bachelor’s degree Associate’s degree Construction Management Full Job Description Job Summary Under the direction of the City Manager’s Office, assists in developing strategic regulatory compliance and enforcement plans focused on monitoring and enforcement for areas where noncompliance with local, federal, and state authorities is more likely. This primarily deals with regulatory and compliance activities, including, but not limited to, pre- and post-development processes for plan reviews, inspections (residential, commercial, fire, etc.), permitting (development approvals) and/or public safety; coordinates engagement and cooperation in areas of common interest including internal and external coordination on behalf of the City and other regulatory agencies related to regulatory and compliance activities in the City; and tracking and analyzing metrics and reporting outcomes.
Anticipated Hiring Salary Range:
$62,212.80 – $79,310.40, depending on qualifications

Examples of Duties Work collaboratively with City departments to develop a policy and procedure for strategic regulatory compliance and enforcement to ensure compliance with laws, ordinances, regulations and policies for the City’s standards. Maintain oversight of compliance and enforcement activities to achieve compliance within the City’s jurisdiction of regulation, including but not limited to identifying and coordinating resolution of issues before they become violations that require enforcement action. Research and evaluate current laws, ordinances, regulations and policies relevant to City departments and regulatory compliance needs for knowledge and understanding. Establish and maintain collaborative relationships with internal and external stakeholders, e.g., all City departments, various local government and State of North Carolina agencies, and other relevant parties. Maintain electronic and hard files, including all information necessary to timely track cases and provide updated case status. Conduct coordinated site visits, enforcement and investigations with all internal and external stakeholders, and assist with enforcement activities, where appropriate. Prepare, coordinate, and conduct presentations for outreach and education. Prepare and distribute outreach and education materials that provide pertinent information and clearly identify the appropriate point(s) of contact, including implementation of updates, as may be necessary. Crosstrain and educate stakeholders about the laws, ordinances, regulations and policies enforced by City departments, and to discuss issues of common concern. Serve as a point of contact between the City and other internal and external stakeholders relevant to regulatory compliance and enforcement matters. Establish a consistent methodology, or process, for exchanging investigative leads, complaints, and referrals of possible violations to internal and external stakeholders. Lead the City’s data analytics and performance measurement activities related to regulatory compliance and enforcement, and implement technology solutions, e.g., a dashboard, for monitoring and tracking. Perform other related duties as assigned.
Minimum Qualifications Education and Experience:
Bachelor’s degree from an accredited college or university with a major in public administration, construction management, or a related field; and At least three years of compliance-related experience working with diverse groups and the general public, with an emphasis on problem-solving solutions. OR Associate’s degree from an accredited college or university with a major in public administration, construction management, or a related field; and At least six years of compliance-related experience working with diverse groups and the general public, with an emphasis on problem-solving solutions.
Knowledge, Skills, and Abilities:
Knowledge of:
Principles and practices of customer service and public relations. Applicable rules, regulations, policies, and ordinances of the City and laws of the State.
Skill in:
Communicating clearly and concisely, both orally and in writing, to individuals and/or groups. Operating assigned equipment, including computer equipment and various software packages.
Ability to:
Establish and maintain effective working relationships with City officials, other employees, business community, developers, and the general public. Interact with others cooperatively and display exceptional interpersonal skills in sensitive and/or confrontational situations. Use initiative and sound independent judgment within established guidelines. Communicate technical and complex issues in a tactful and effective manner. Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar. Interpret information accurately and make decisions according to existing laws, regulations, and policies. Review the work products of others for conformance with standards. Perform work requiring good physical and mental condition Special Requirements Licensure or certification in building inspection, fire inspection, code enforcement, law enforcement, or other related field.
