Position #42233 Typical Starting Salary Range is $28.74 – 38.85/hr The State of New Hampshire, Department of Environmental Services, Waste Management Division, Solid Waste Management Bureau has a full time vacancy for a Solid Waste Management Compliance Specialist.

Summary:

Implements a range of activities, projects and program functions to assess, establish, maintain, and restore compliance at regulated solid waste facilities statewide in support of program goals and objectives.

: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Minimum Qualifications:
Education:

Bachelor’s degree from a recognized college or university with major study in a related environmental science. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:

Five years’ experience required in hazardous waste management, environmental monitoring, hazardous materials handling, occupational safety and health or related field OR five years’ experience in solid waste management, hydrogeology, waste treatment systems or related scientific fields.

License/Certification:

Must possess a valid driver’s license.

Preferred Qualifications:

Excellent verbal and written communication skills; the ability to understand and properly apply environmental laws, rules, permits, policy and guidance; the ability to quickly organize, review and assess technical and other data and information to make fact-based and well documented conclusions; highly disciplined work habits that allow multiple projects to progress simultaneously and competing priorities to be managed successfully; the ability to read maps, plans, and laboratory data; proficiency in using MS Office software; and the ability to work well with a variety of people in a variety of settings.

Responsibilities:

Provides technical assistance and information to solid waste management stakeholders to assure compliance with applicable rules and regulations, and achievement of program goals and objectives. Inspects and audits regulated solid waste facilities for compliance with applicable rules and regulations, documents and assesses the results, recommends regulatory response actions, implements or coordinates the appropriate response action, assists in enforcement actions as needed, and tracks completion of all related action items. Reviews facility reports, return-to-compliance plans, operating plans, closure plans, and other information pertaining to regulated solid waste facilities to assure compliance with applicable rules and regulations and to assure that problems are identified and corrected in a timely manner. Prepares a variety of documents to implement compliance assurance actions and decisions, including but not limited to correspondence, inspection reports, compliance assessments, permits and other regulatory approvals, letters of deficiency, and administrative order worksheets. Reviews solid waste facility permit, waiver and work plan applications, registrations, and other requests for regulatory approval to assess completeness and compliance with applicable rules and regulations, and processes the submittals following standard operating procedures to recommend, document, and implement the agency’s final decision. Establishes and maintains meaningful communication with solid waste management stakeholders, including facility owners and operators, industry trade associations and other representatives, concerned citizens, public officials, local, state and federal agencies, consultants, advocacy groups, and others, in order to establish and maintain collaborative and cooperative working relationships and informed decision-making. Assists in developing and providing a variety of education and outreach opportunities for solid waste management stakeholders, including for example solid waste operator training and other workshops, presentations at conferences, on-site technical demonstrations, and web-based learning and information sharing connections. Researches best management and industry practices, industry trends, and issues of concern to maintain a good base of knowledge within the program. Drafts, edits, and updates a variety of program documents and other communication tools, including but not limited to brochures, fact sheets, guidance documents, technical manuals, forms, webpage postings, notices, and press releases, in support of the program’s education/outreach and compliance assurance functions. Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
