Yes Location CountyOneida Street Address207 Genesee Street, Room 707 CityUtica StateNY Zip Code13501 Job Specifics Duties DescriptionThe Code Compliance Specialist 1, SG-18, will be assigned to the Division of Building Standards and Codes – Inspection Unit. The Unit administers and enforces the Uniform and Energy Codes of NYS within twelve county governments that have opted-out of their responsibility for enforcement of the same. This position will be responsible for performing the code enforcement activities for any buildings, properties, projects within the custody of multiple opted-out county governments. Duties include, but are not limited to:
- Performing annual fire safety and property maintenance inspections, review applications for demolition, alteration of existing buildings, or construction of new buildings
- Performing plan and specification reviews for code compliance for any proposed work, issuance of permits, performance of all required/necessary inspections for all permitted work, and issuance of certificates of completion/occupancy for permitted work associated with/under the applications referenced above
- Respond to/investigate complaints related to occupant and/or fire safety and respond to notifications of fire incidents that occur within any building under jurisdiction of the division
- Completion of monthly and annual activity reporting
- Assist with implementation of special projects and other duties as assigned The position may also be called upon to perform other duties within the jurisdiction of the Division including but not limited to its manufactured housing program, its Code Enforcement Disaster Assistance Response program, or provide training assistance at educational programs/conferences.
Minimum Qualifications
PREFERRED QUALIFICATIONS
Because this position will be responsible to complete code enforcement activities related to commercial buildings and/or construction projects as well as being responsible for the supervision of subordinate staff performing the same, the ideal candidate should possess a minimum of 18 months of commercial construction plan review, commercials construction inspection, commercial fire safety and property maintenance inspection, and the requisite report writing experience.
Competitive Minimum Qualifications:
Permanent service in this title or one year of permanent competitive or 55 B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
Non-Competitive Minimum Qualifications:
The minimum qualifications for Non-Competitive appointment are: A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor’s or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND two years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND four years of full-time qualifying experience as described below; OR six years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.
Minimum Qualification Substitution:
An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume.
