Christopher Community, Inc. (CCI) seeks a Full Time Housing Compliance Specialist to join its growing organization! The physical work location for this position will be at the Corporate Office located in Syracuse, NY. CCINC is a not-for-profit Housing Development and Property Management company that assist low- and moderate-income families and seniors to secure suitable housing across Upstate New York. Christopher Community currently manages over 3,300 units of housing in more than 100 buildings, and administers the Rental Assistance Program in Onondaga County, which provides assistance to over 1,200 households. Benefit Summary:

Requirements:

The Housing Compliance Specialist ensures that all affordable housing properties comply with federal, state, and local low-income housing regulations, including those mandated by programs such as LIHTC (Low-Income Housing Tax Credit), HUD, HOME, and Section 8. This role involves conducting audits, reviewing tenant files, monitoring property operations, and supporting property managers to maintain full compliance. An individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Conduct internal compliance audits of tenant files, eligibility determinations, lease-ups, and recertifications Monitor lease agreements, income verifications, and asset documentation to confirm adherence to regulatory standards. Standardize procedural guidelines for property compliance, MORs, LIHTC audits, and annual certifications. Generate and interpret Enterprise Income Verification (EIV) reports and resolve discrepancies when necessary Track and report on critical compliance metrics including income limits, rent limits, and utility allowances. Assists the Director of Housing Compliance in standardizing compliance processes, updating internal policies and implementing corrective actions for audit findings. Assist in preparing for and participating in audits, MOR and REAC inspections. Stay updated on relevant housing regulations, including those related to HUD, NSPIRE, EIV, PRAC, HOTMA, LIHTC, etc. Support compliance with anti-discrimination laws regarding housing, renting and advertising in affirmative fair housing marketing plan. Provide exceptional customer service and support to residents and colleagues. Serve as a point of contact for compliance questions and ensure timely resolution Perform other duties as assigned. EXPERIENCE

High school diploma or general education degree (GED); associate or bachelor’s degree preferred. Five years of experience in property management and affordable housing programs (HUD, PRAC, Section 8, LIHTC, HOME, HTF, etc.). Certifications such as BOS, COS and HCCP are preferred. Proficiency in relevant Property Management software including experience with RealPage/OneSite and Microsoft Office with the capacity to provide technical assistance. Excellent written and verbal communication skills to interact effectively with residents, staff, and regulatory bodies. Thorough understanding of various affordable housing programs and compliance regulations. Excellent time management and communication skills are necessary. Must have a valid Class D driver’s license Travel to multiple properties for on-site certification and compliance support is required.
