Marketing, Outreach & Compliance Specialist Housing Action Council, Inc. Tarrytown, NY 10591 • Hybrid work We are seeking a motivated and dynamic Marketing, Outreach & Compliance Specialist to join our growing team. This role is responsible for planning, implementing and tracking marketing and lease-up efforts for affordable housing opportunities sponsored and/or managed by Housing Action Council, ensuring compliance with fair housing laws and funding requirements, supporting the income qualification and recertification process, and playing a key role in engaging applicants and the community. The Marketing, Outreach & Compliance Specialist works closely with staff and external stakeholders to achieve program goals and maintain compliance with local, state, and federal regulations. This role manages marketing plans, lottery processes, income qualifications, and ensures compliance with fair housing and funder requirements across rental and homeownership programs. Key Responsibilities Marketing and Outreach Develop and implement affirmative fair housing marketing plans (AFHMPs) for rental and homeownership opportunities, ensuring all marketing materials meet regulatory and accessibility requirements. Coordinate advertising campaigns across print, digital, and community-based outlets. Design and execute lottery processes, waitlists, and outreach campaigns. Build and maintain relationships with community organizations to enhance outreach and applicant diversity. Income Qualifications and Recertifications Review and process applicant documents. Perform preliminary eligibility screenings based on household income and asset thresholds. Ensure timely communication with applicants regarding missing documents or clarifications. Help maintain applicant files to support accurate and auditable determinations. Support 3rd party verifications process and prepare reports as needed. Compliance Ensure adherence to Westchester County, New York State Homes and Community Renewal (HCR), HUD, and other funder requirements. Monitor application processes to ensure compliance with established marketing plans and timelines. Maintain records of all outreach and marketing efforts for reporting and audit purposes. Track and document applicant demographics and process data to meet funder and internal reporting requirements. Qualifications and Certifications Bachelor’s degree or equivalent experience in marketing, urban planning, public administration, or related field. Experience with Westchester County affordable housing policies and programs, fair housing compliance or related marketing and outreach work. Familiarity with HUD income limits and household eligibility determinations.
